<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, September 12, 1988 <br />, Page 3 <br /> <br />CASE 088-04, LOT <br />SPLIT, 1960 CO. <br />ROAD E-2, ROBINSON <br /> <br />Planner Bergly referred Council to a letter from John <br />Robinson dated 9-1-88, requesting Council hold action on <br />his application as he would like to pursue acquiring the <br />property and researching the ownership of the <br />right-of-way. Bergly explained Robinson has requested appearing before the County <br />Board to discuss the matter; if the property is acquired by Robinson it would <br />negate the need for the requested variances. <br /> <br />Council concurred to hold action on the matter. <br /> <br />REPORT OF PARKS DIRECTOR <br /> <br />YARD BEAUTIFICATION <br />RECOGNITION <br /> <br />Council was referred to a memorandum from Park Director <br />Buckley dated 9-8-88, listing the residents given special <br />recognition for yard beautification. <br /> <br />The Council and audience was shown a video tape, prepared by Public Works <br />Supervisor Raddatz and narrated by Don Messerly. <br /> <br />Mayor Woodburn presented certificates of recognition to the following residents <br />who attended the meeting: <br /> <br />Jan and Jack Wilwerding, 3966 Glenview Avenue <br />Bud and Ruth Steglich, 4612 Lisa Lane <br />Margaret and Duane Lilla, 1395 Arden Oaks Drive <br />Paul, Sue, Teri and Scott Rusting, 4136 Norma Circle <br /> <br />Certificates will be mailed to the following residents who were recognized: <br /> <br />VerI and Winifred Ives, 2015 Thom Drive. <br />Stephen and Chis Anderson, 1316 Floral Avenue <br />Walter and Lois Rudd, 4590 Lisa Lane <br /> <br />Council and Park Director Buckley thanked the residents for beautifying the City. <br /> <br />1988 FALL <br />FESTIVAL REPORT <br /> <br />Park Director Buckley reported on the 1988 Fall Festival <br />events and participation. He advised the proceeds from <br />the September 10th events are contributed to the Arden <br />Hills Parks and Recreation for park development. Buckley thanked Mike Flannagen <br />from St. Paul Book and Stationary who was the Chairman for the 1988 festival as <br />well as all the businesses and persons who contributed to make the festival a <br /> <br />success. <br /> <br />PARK DEDICATION; <br />VALENTINE HILLS <br />NO.2, DNISTRAN <br /> <br />Councilman Sather reported to Council on the negotiated <br />park dedication fees for the Valentine Hills No. 2 plat; <br />as outlined in his letter dated September 12, 1988. <br /> <br />Sather advised David Dnistran had agreed to a 10% park dedication in the amount of <br />$2,650.00; a copy of the original purchase agreement was enclosed for Council <br />review. Sather also reported that Mr. Dnistran had provided the City with 1000 <br />cubic yards of black dirt to complete the landscaping at the water tower and North <br />Snelling Park at no charge to the City. <br /> <br />Sather moved, seconded by Hansen, that Council accept the <br />park dedication fee in the amount of $2,650.00 for the Valentine Hilla No. 2 Plat. <br />Motion carried unanimously. (5-0) <br /> <br />Council expressed their thanka to Dnistran for his donation of black dirt to the <br />City. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />FINANCIAL CONSLT. <br />JAMES CASSERLY <br />I-694/I-35W STUDY <br /> <br />Council was referred to Clerk Administrator's memorandum <br />of 9-9-88 relative to staff requesting James Casserly <br />to appear before Council to discuss services he can <br />provide.regarding the Land Use Study I-694/I-35W. <br /> <br />Clerk Administrator introduced Financial Consultant James Casserly and Mary <br />Molzahn. <br /> <br />Casserly reviewed his and May Molzahn's Resumes and outlined several projects <br />utilizing Tax Increment Financing they have worked on, either together or <br />separately, for other cities. <br />
