<br />Minutes of the Arden Hills Regular Council Meeting, May 31, 1988 <br />Page 4 <br /> <br />WATER TOWER (Cont'd) <br /> <br />Lund advised that Roseville City Engineer and <br />Superintendent have indicated to SEH they would be <br />agreeable to the placement of the valve on their tower. <br /> <br />Council concurred to have the engineers report to Council at a future meeting, ~ <br />after the Roseville pumping tests have been completed. <br /> <br />Lund indicated the testing and data should be completed within one or two months. <br />He also pointed out that the data received within the next month would apply only <br />to existing conditions, and projections would have to be made on increased <br />population and development in the city. <br /> <br />Peck suggested Arden Hills should inform Roseville of our intent to study the <br />installation of the altitude valve at their water tower; it was his opinion <br />documentation of their support should be received since the installation may not <br />occur within the next five years. <br /> <br />REPORT OF PARKS DIRECTOR <br /> <br />PARKS TOUR <br /> <br />Parks Director Buckley reported to Council on the annual <br />parks tour held in conjunction with the monthly Parks <br />Committee meeting. <br /> <br />TENNIS/BASKETBALL <br />COURT MAINTENANCE <br /> <br />Council was referred to a memorandum from Buckley dated <br />5-19-88, relative to maintenance of the basketball/tennis <br />courts at Arden Manor, Cummings and Hazelnut parks. <br /> <br />. <br /> <br />Buckley advised the Arden Manor courts were constructed in 1975, the Cummings, <br />Hazelnut, and Floral park courts were constructed in 1984, and the North Snelling <br />park court is currently under construction. He explained the contractor for the <br />North Snelling park tennis court had quoted a cost of $2,900 for repairing the <br />courts at Arden Manor park, and St. Peter Claver Church had expressed an interest <br />in contributing the funds to pay for the repairs. Buckley recommended these <br />repairs be completed in conjunction with the North Snelling tennis court <br />construction. <br /> <br />The Parks Director explained the Arden Manor courts are in extremely poor <br />condition due to the soft marshy peat on which they are constructed; he advised <br />he had deemed the court unsafe for play. <br /> <br />Council discussed the possibility of fixing the Arden Manor court in a more <br />permanent manner. Buckley advised the soil conditions are extremely poor in that <br />area and he was unsure how costly it would be to correct the problem on a more <br />permanent basis. <br /> <br />Council discussed the possibility of other types of recreational activities at <br />that location and questioned how often the courts were used. It was suggested . <br />that a survey of the area be done to determine if other uses were better suited <br />to the area. Buckley advised there are not many options suited for the area. <br /> <br />Buckley reported that the courts were used often when they were in good <br />condition. He explained the court has had over ten years of wear and recommended <br />the repairs be done at this time. Buckley stated he could monitor its use and <br />explore alternatives for replacement of the court surface. <br /> <br />Winiecki questioned the time span for repairs on the other tennis courts. <br /> <br />Buckley adVised it has been approximately five years since the courts were <br />constructed and it was necessary at this time to do general maintenance before <br />the courts further deteriorsted. <br /> <br />There was discussion relative to funding these expenditures. <br /> <br />Peck moved, seconded by Hansen, that Council approve the <br />expenditure for maintenance of the tennis courts at Cummings park in the amount <br />of $370.00, Hazelnut park in the amount of $1,560.00, with funding to be expended <br />from the 1988 Park Maintenance Budget, and Arden Manor park court repairs in the <br />amount of $2,900.00, with the Arden Manor repairs to be paid for by St. Peter <br />Claver Church contributions from charitable gambling operations in the City. ~ <br />Motion carried unanimously.
