<br />. <br /> <br />Minutes of the Arden Hills Reg~lar Council Meeting May 31, 1988 <br />Page 6 <br /> <br />CONTRACT (Cont'd) Peck moved, seconded by Winiecki, that Council approve <br />the 1988 Lake Johanna volunteer Fire Department Fire <br />Protection Agreement as submitted. subject to the insertion of the appropriate . <br />dates for submission of reports and payment as agreed to by the Acting Clerk <br />Administrator and Fire Chief, and. furthermore, that the Attorney be directed to <br />prepare a resolution for Council approval at their next Regular Meeting to be <br />held June 13, 1988. Motion carried unanimously. (4-0) <br /> <br />Mayor Woodburn questioned the provision on page 6, item (d), relating to the <br />Mayors or public works liaison approval for unbudgeted emergency repairs that <br />cost more than $500.00. He explained this was suggested for insertion to replace <br />LJVFD Reserve Fund and to cover an emergency situation. He suggested the Attorney <br />review this provision for legality. as it was his understanding full Council <br />approval was necessary for expenditures. <br /> <br />REPORT OF TREASURER <br /> <br />INVESTMENTS <br /> <br />Acting Clerk Administrator McNiesh reported on the <br />following investments: <br /> <br />5/16/88 _ $200.000.00 invested at American National. @7.25%. to mature 11/14/88. <br />5/16/88 _ $150.000.00 invested at First Minnesota. @7.5% to mature 5/11/89. <br />5/31/88 _ $206,320.59 invested at Twin City Federal. @7.46%. to mature 5/26/89. <br /> <br />Moved by Peck. seconded by Hansen, that Council ratify . <br />the Treasurer's report as submitted. Motion carried unanimously. (4-0) <br /> <br />REQ. TRAFFIC SIGNAL <br />PINE TREE & CO. RD. E <br />MSI INSURANCE <br /> <br />Council was referred to a request from MSI Insurance <br />Company dated 5-16-88 to consider submitting a resolution <br />to Ramsey County requesting placement of a traffic signal <br />at the intersection of Pine Tree Drive and County Road E. <br /> <br />McNiesh reported the County has advised they could not place this matter on their <br />"letting list" until the spring of 1991. In checking with Ramsey County. McNiesh <br />was advised the cost for semaphores was approximately $90,000-$100,000. She noted <br />that Arden Hills would be responsible for one-third of the cost of installation <br />and responsible for all operating costs associated with the signal. <br /> <br />McNiesh advised she had questioned if the County would have the signal <br />operational only during peak traffic hours. The County advised it is not their <br />policy to have the signal operational only during certain hours of the day. as it <br />would create a traffic hazard. She also questioned if the signal could be <br />coordinated with the signal located at the exit ramps for Snelling/Hwy 51. <br />McNiesh was advised those signals are controlled by the State. and the County <br />could not guarantee coordination, however, they would try to coordinate the <br />signals. <br /> <br />t <br /> <br />Councilmember Winiecki said she would prefer to have more information on how the <br />traffic study was conducted and how it relates to the other signal intersection. <br />Winiecki suggested placement of a signal at the intersection of Harriet and <br />Lexington Avenue may be more reasonable. <br /> <br />Councilmember Hansen expressed concern that traffic would block business <br />driveways along County Road E; she suggested removal of the westerly light at the <br />intersection of County Road E and Snelling. <br /> <br />Councilmember Peck advised he drives County Road E daily and in his opinion <br />placement of a signal at Pine Tree would create more traffic problems. He <br />questioned how the "turn'lane" would function if the signal were installed. <br /> <br />Council concurred to direct McNiesh to contact Ramsey County and request they <br />provide information on the 1987 and 1988 studies or have a representative appear <br />at a future meeting to discuss Council concerns relative to this matter. <br /> <br />No action taken. <br /> <br />. <br />
