PARKS <br />COMMITTEE; MRS. <br />PATRCIA GREEN <br /> <br />Council was referred to the request from Mrs. Patricia <br />Green, 3-28-88, for appointment to the Parks & Recreation <br />Committee; this matter was continued from the regular <br />Council meeting of 4/11/88. <br /> <br />. <br /> <br />Parks Director Buckley advised that Mrs. Green has children participating in the <br />City programs and has expressed an interest in serving on the Parks Committee; he <br />recommended she be appointed. <br /> <br />Council discussed the number of members on this Committee; concern was expressed <br />that the Committee may be too large and another appointment could wait until a <br />vacancy occurred. <br /> <br />Councilmember Sather stated that although the Parks Committee is large, on a <br />percentage basis attendance is better than most other Arden Hills committees; it <br />was his opinion Council should not discourage resident participation on any <br />committees. <br /> <br />Mayor Woodburn requested Council consideration of the appointment of Mrs. <br />Patricia Creen to the Parks & Recreation Committee. <br /> <br />Hansen moved, seconded by Peck, that Council concur with <br />the Mayor's request for the appointment of Mrs. Patricia Green to the Parks & <br />Recreation Committee, and that the appropriate letter be sent to Mrs. Green <br />advising her of appointment and meeting dates. Motion carried unanimously. (5-0) <br /> <br />ARBOR DAY <br />CELEBRATION <br /> <br />Parks Director Buckley outlined the Arbor Day activities <br />scheduled for April 30, 1988 and invited Council and <br />to residents to participate. <br /> <br />. <br /> <br />REPORT OF PUBLIC WORKS SUPERVISOR <br /> <br />PRELIM. RPT; CITY <br />BLDG. FACILITIES, <br />HAMLINE/96 PROP. <br /> <br />Council was referred to a memorandum from Public Works <br />Supervisor Raddatz, 4-22-88, relative to Long Range Plans <br />for a City Hall Complex and use of recently purchased <br />property adjacent to the Village Hall. <br /> <br />Raddatz explained the staff recommendations for possible remodeling of City Hall; <br />he also reviewed the conditions of the existing building and problems which would <br />have to be overcome in conjunction with remodeling. Raddatz advised the Public <br />Safety/Works Committee had reviewed the proposal and unanimously agreed no monies <br />should be spent on remodeling the existing building; it was their opinion a new <br />building should be constructed. <br /> <br />Council agreed the proposed remodeling plan was well done, however, they reminded <br />staff the original Council request was for a site plan which included use of the <br />entire parcel of vacant lend, as well as the existins City Hell and Public Works <br />facility. ~ <br /> <br />After discussion, Council concurred that staff work with the Planning Consultant <br />to produce a site plan inclusive of all vacant land purchased by the City and the <br />existing City buildings; they requested the staff consider future needs of the <br />City as they relate to Administrative Office, Public Works, Police, Fire, Parks, <br />traffic flow and storage. Council further agreed that the plan compiled by <br />Planner Miller, dated 11-14-77, should be reviewed. <br /> <br />DRAINAGE PROBLEMS; <br />ROYAL HILLS DRIVE <br /> <br />Council was referred tq th~ PS/W Committee minutes of <br />4-21-88, relative to the drainage easement problems along <br />Royal Hills Drive. <br /> <br />Public Works Supervisor indicated that the swale in the rear of the properties <br />along Royal Hills Drive was not sufficient to control drainage in the area; as a <br />result of this insufficiency erosion was taking place in the rear yards of <br />residents along Royal Rills Drive. <br /> <br />, <br />
