<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, April 25, 1988 <br />Page 3 <br /> <br />ROYAL HILLS (Cont'd) Engineer Barry Peters reported the first 200 ft. from <br />the culvert towards the east is eroding; residents hired <br />a contractor to excavate a ditch. <br /> <br />Peters advised other communities have alleviated similar problems by placing <br />rock, top soil, and seeding in ditches; the roots intertwine with the rock and <br />help with the erosion control. He explained contractors had inspected the area <br />and cost estimates for excavation, seeding, and placing the rock would be <br />$14,800, plus an additional cost of $2,500 for the City to purchase the rock. If <br />the contractor supplies the rock the cost would be approximately $17,300.00. <br /> <br />Raddatz questioned if the City or the homeowners would be responsible for <br />correcting the problem. <br /> <br />Clerk Administrator Morrison advised Attorney Lynden was of the opinion that the <br />City is responsible for msintenance of drainage ditches. <br />Council questioned if the work could be done in this area without damage <br />resulting to properties from the heavy equipment. <br /> <br />Peters advised he had discussed the matter of property damage with the <br />contractors; it was suggested the corrective measures could be delayed until the <br />winters months, as less damage will result to the properties when the frost is in <br />the ground. <br /> <br />Councilmember Hansen questioned if some temporary measures could be taken <br />immediately to help relieve the problem for the summer months, and then correct <br />the drainage ditch in the winter months. <br /> <br />Council questioned if the Engineer would prepare a report, with alternatives for <br />correcting the problems and what the costs would be. <br /> <br />Peters advised he could prepare a report for Council and, since most of the <br />background work was completed, the cost should not exceed $1,000.00. <br /> <br />Sather moved, seconded by Winiecki, that Council instruct <br />SEH to draft a written report for the Regular Council Meeting to be held May 9, <br />1988, outlining alternative solutions for correcting the drainage problems in <br />Royal Hills North, and including long and short term solutions, as well as formal <br />cost estimates for each alternative submitted. Motion carried unanimously. (5-0) <br /> <br />WATER TOWER <br />CONTROLS <br /> <br />Council was referred to memorandum from Public Works <br />Supervisor, 4-22-88, recommending moving the water tower <br />controls from the old tower to the new tower. <br /> <br />Raddatz advised he had reviewed the 1988 budget, as requested by Council, and <br />determined thae two possibilities for funding exist; one would be expending funds <br />from Code 227, Utility Maintenance, and the other would be to expend funds from <br />the PIR fund. Raddatz recommended the funds be expended from the Utility <br />maintenance fund, for reasons outlined in his memorandum. <br /> <br />Councilman Sather expressed concern that monies were being spent to fix a problem <br />the City did not create; questioned if SEH should be responsible for the cost. <br /> <br />Engineer Peters advised that moving the controls was not directly related to the <br />construction of the water tower; SEH had report~d this item as an alternative to <br />be placed in the specifications, however, it was not bid in the water tower <br />specifications to keep the costs at a minimum. <br /> <br />Moved by Hansen. seconded by Peck, that Council approve <br />the removal of the water tower controls from the old water tower and installation <br />of the controls in the new wat~r tower. and the monies be expended from Code 227, <br />the Utility Maintenance Fund. Motion carried. (Hansen, Peck, Winiecki and <br />Woodburn voting in favor; Sather abstained) (4-0-1) <br />
