DURENBERGER <br /> <br />Councilmember Winiecki reported on the meeting with <br />Senator Durenberger, relative to the Council concerns <br />relative to the Army Reserve project proposed at ,the <br />Twin Cities Arsenal. <br /> <br />Winiecki advised Senator Durenberger was receptive to Council concerns and <br />questioned if the ultimate solution would be to stop the project; he requested <br />written information from Arden Hills. She also noted that Mr. Cohen, of <br />Durenberger's staff, would be working with staff and would join Councilmembers <br />a tour of the TCAAP property on May 9, 1988. <br /> <br />on <br /> <br />SIGNS AT MCGUIRES <br />CLOTHING SALE <br /> <br />Councilmember Winiecki questioned if a temporary sign <br />permit had been issued for a clothing sale at McGuires. <br /> <br />Morrison advised no sign <br />under new management and <br />procedures for temporary <br /> <br />permit application waS received; she noted McGuires WaS <br />suggested staff could send a letter advising them of <br />sign permits. <br /> <br />After discussion, Council concurred that the Community Service Officer could <br />deliver copies of the temporary sign application and new Ordinance to the <br />management office at McGuires, along with a letter explaining the procedures. <br /> <br />HAMLINE AVENUE; <br />CONSTR. DETOUR <br /> <br />Councilmember Peck questioned the resident inquiries <br />relative to the Hamline Avenue detour resulting from the <br />proposed construction along 1-694. <br /> <br />Morrison advised she had discussed the increased traffic and safety issues with <br />Deputy Szenay; he stated increaaed patrols could be done on Hamline during the <br />construction period. <br /> <br />PEERCD REALTY; <br />DELINQUENT ACCTS. <br /> <br />Peck moved, seconded by Winiecki, that Council refer the <br />matter of the delinquent utility accounts to Attorney <br />Lynden for a legal opinion as to the procedures to be <br />resolution of this matter. Motion carried unanimously. <br /> <br />followed for expedient <br />(5-0) <br /> <br />Council concurred that the intent of the motion was to take drastic measures to <br />resolve the problem immediately. <br /> <br />Morrison suggested that the Attorney be given direction to set up a hearing <br />process. <br /> <br />PROCLAMATION; <br />MINN. CITIES WEEK <br /> <br />Peck moved, seconded by Sather, that Council pass a <br />Proclamation declaring May I through 7, 1988, Minnesota <br />Cities Week. Motion carried. (Peck, Sather, Hansen and <br />Winiecki voting in favor; Woodburn opposed) (4-1) <br /> <br />Mayor Woodburn suggested that no proclamations be passed; it WaS his opinion they <br />are meaningless gestures. <br /> <br />Sather disagreed; commented that they are routine business and it Was his opinion <br />it would promote a negative perception of the City if Council was unwilling to <br />support proclamations of this nature. <br /> <br />FIRE CONTRACT REPORT <br /> <br />Mayor Woodburn reported the LJVFD contract was being <br />reviewed by an Attorney fo{ final wording and the budget <br />was being reviewed by the Fire Department. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />PROPOSED 1989 RAMSEY <br />CO. SHERIFF CONTRACT <br /> <br />Clerk Administrator Morrison referred Council to the <br />Proposed 1989 Ramsey County Sheriffs Department Contract. <br /> <br />Morrison advised Council the proposed contract had been forwarded for their <br />review and Commander Bergeron had stated he would be willing to discuss any <br />Council concerns or questions at a future meeting. She noted the increases in the <br />1989 contract were due to the hiring of an additional Investigator and <br />dispatching costs being charged back to the cities. <br />
