(Cont'd) Peck moved, seconded by Winiecki, that Council approve <br />Resolution No. 88-11, Approving Plans and Specifications <br />and Ordering Advertisement for Bids For Tennis Court Construction; North Snelling <br />Park; furthermore, that Council approve the time table for bid advertisement in <br />the New Brighton Bulletin on March 9 and 16; Bid opening on March 22, and Award . <br />of Bid on March 28, 1988. Motion carried unanimously. (3-0) <br /> <br />1988 SHADE TREE <br /> <br />Council was referred to the Parks Director's memorandum <br />of 2/26/88; outlining the 1988 Shade Tree Program. <br /> <br />Buckley requested Council approval of the specifications and authorization to <br />advertise for bids. <br /> <br />Peck moved, seconded by Woodburn, that Council approve <br />the 1988 Shade Tree Program, authorize advertisement for bids in the New Brighton <br />Bulletin on March 9 and 16, and schedule bid opening for Wednesday, March 23, <br />1988. Motion carried unanimously. (3-0) <br /> <br />PARK IMPRVMT. <br />PROJECTS <br /> <br />Council was referred to a memorandum from Parks Director <br />Buckley, 2-29-88, recommending purchase of playground <br />equipment for North Snelling and Arden Manor Parks. <br /> <br />Buckley advised he had contacted four vendors, carefully reviewed the equipment <br />design and price quotations to reach the recommendations outlined for play <br />structure at North Snelling Park, play equipment at Arden Manor and the softball <br />backstop at North Snelling Park. <br /> <br />. <br /> <br />Council questioned the Parks Director's criteria for determining what equipment <br />was necessary at each location; Buckley explained the equipment would be chosen <br />and guidelines were set for appeal to children by age group, as well as the <br />variety of activities provided for each age group. <br /> <br />Councilman Peck questioned where the backstop from Lindey's triangle was <br />relocated; Buckley stated it was moved to Arden Oaks Park. <br /> <br />Peck suggested Buckley contact Ramsey County or the City of St. Paul parks <br />department to determine if there would be any used backstops available for <br />purchase; Council concurred. <br /> <br />Councilmember Winiecki referred to the Parks Committee minutes of 2-25-88; <br />questioned the discussion relative to construction of a soccer/football field on <br />the land purchased by the City. <br /> <br />Buckley advised the Parks Committee was investigating the use of the parcel of <br />land located on Highway 96, adjacent to the Village Hall, for a soccer/football <br />field to be used until auch time as the land is developed for other purposes. <br /> <br />Council discussed the costs involved for construction; Mayor Woodburn commented . <br />the funds expended would be a loss of capital for the City. <br /> <br />Moved by Peck, seconded by Winiecki, that Council approve <br />the purchase of play structure at North Snelling Park from Flanagan Sales, Inc. <br />for $8,537.00; purchase of play equipment at Arden Manor from Minnesota <br />Playground. Inc. for $7,097.00, and, furthermore, direct the Parks Director to <br />research obtaining a softball backstop and report back to Council at their <br />regular meeting of March 14, 1988. Motion carried unanimously. (3-0) <br /> <br />Councilmember Winiecki questioned if the new parks maps were available to <br />residents; Buckley advised 250 maps are in the process of being printed and <br />should be available soon. He commended Barry Peters of SEH for the fine job in <br />updating the map. <br /> <br />LONG RANGE PLANN'G: <br />ARSENAL PROPERTY <br /> <br />Mayor Woodburn stated it was his opinion no funds should <br />be expended for long-range planning relative to the <br />arsenal property at this time; he commented there would <br />period for. planning in the event the property reverts back <br /> <br />be a sufficient time <br />to the City. <br /> <br />. <br />
