<br />Minutes of the Regular Council Meeting, February 29, 1988 <br />Page 3 <br /> <br />REPORT OF ENGINEER <br /> <br />. <br /> <br />RAMSEY CO. CIP Engineer Barry Peters was present to review the Ramsey <br />County Capital Improvement Program as it relates to Arden <br />Hills. Peters advised that he and Public Works Supervisor Raddatz had attended a <br />meeting regarding the CIP; he explained the County requested the communities <br />review the drsft copy, make comments as to additional projects, and submit <br />requests to the County for inclusion in the program. <br /> <br />Peters reviewed the ratings systems; he noted that input from the City may <br />increase the rating figure slightly. He displayed a map which showed the 1988 <br />scheduled improvements: 1. A signal at the intersection of County Road G-2 and <br />Lexington, which will not significantly impact Arden Hills; 2. Sealcoating of <br />Lexington Avenue, from South of County Road E to Highway 694; 3. Improvement of <br />the Soo Line railroad crossing at Lexington; 4. Sealcoating of Hamline Avenue <br />from Highway 51 to Ingerson, Ingerson from Hamline Avenue to Lexington Avenue, <br />and, 5. Overlay on County Road D from Cleveland Avenue to Lake Johanna Blvd.; 6. <br />Sealcoating on New Brighton Road from County Road D to County Road E. <br /> <br />The Engineer outlined the 1989-90 program which proposes widening the bridge at <br />County Road E-2 and Highway 35W; he commented this would not affect the City. <br /> <br />. <br /> <br />Peters reviewed the 1991-1993 schedule: 1. An overlay on Lexington Avenue from <br />the Soo Line tracks to Grey Fox Road; 2. Total reconstruction of Lexington Avenue <br />from County Road E-2 to Royal Oaks in the City of Shoreview; and, 3. Improvement <br />of County Road I at Rice Creek, which includes the bridge and a traffic signal at <br />Highway 35W. <br /> <br />Peters outlined the non-program items, which received low rating figures and no <br />dates have been scheduled for these improvements: 1. Reconstruction of Old <br />Highway 10 from Valentine Avenue to Parkshore Drive; 2. Widen bridge on Old <br />Snelling at the tracks north of County Road E; 3. Bridge replacement on Snelling <br />at the outlet from Lake Josephine; 4. Reconstruct Hamline Avenue, in Roseville, <br />up to Highway 51; 5. Reconstruct Cleveland Avenue from County Road D to County <br />Road E-2; 6. Reconstruct New Brighton Blvd. from County Road D to County Road <br />E-2; 7. Reconstruct County Road D from Highway 35W to Lake Johanna Blvd.; and, <br />8. Traffic signal at the corner of Cleveland Avenue and County Road D. <br /> <br />The Engineer advised the County is requesting comments. from the Council and <br />letters submitted to them which agree with the improvement schedule or outlining <br />items for earlier completion. <br /> <br />Council discussed the projects; Councilmember Winiecki questioned the sealcoating <br />of Hamline Avenue and Ingerson. <br /> <br />. <br /> <br />Peters advised that he and Raddatz had driven the area and structurally it <br />appears to be in good condition; there are two or three settlements that would <br />need to be filled before sealcoating. He advised Hamline had a low rating, and, <br />therefore, reconstruction was included in the non-program items. Peters stated <br />that if Council would like to see it improved it should be noted in the letter <br />submitted to the County. <br /> <br />Mayor Woodburn suggested the storm water drainage grade on Ingerson could be <br />improved, curbing or shallow ditching may improve this; he also noted the cross <br />checks in the street settle in the winter months and create problems driving on <br />the street. <br /> <br />Peters commented that Lake Johanna Blvd. has one or two areas that are showing <br />wear; generally it is in good shape. <br /> <br />The Engineer advised he could draft a letter and include the Council concerns as <br />discussed this evening relative to Ingerson Road. <br /> <br />REPORT OF TREASURER <br /> <br />INVESTMENTS <br /> <br />Treasurer Frank Green reported on the following <br />investments: <br /> <br />. <br /> <br />2/25/88 - $200,000.00, at First Minnesota, @ 7.5%, to mature in one year. <br />2/25/88 - $101,360.56, at Midwest Federal, @ 6.9%, to mature in six months. <br /> <br />Peck moved, seconded by Winiecki, that Council ratify the <br />Treasurer's report. Motion carried unanimously. (3-0) <br />
