<br />Minutes of the Regular Council Meeting, February 29, 1988 <br />Page 4 <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />RES. #88-7; LABOR Moved by Peck, seconded by Winiecki, that Council approve <br />NEGOTIATIONS Resolution No. 88-7, Approving the 1988 Addendum to the ... <br />1986 Labor Agreement, contingent upon approval and sign <br />off by the International Union of Operating Engineers Local 49. Motion carried <br />unanimously. (3-0) <br /> <br />Council commended Councilman Sather, who served as labor negotiator for the City, <br />for the fine work he has done to resolve the union contract. <br /> <br />APPORTIONMENT OF <br />ASSESSMENTS; RES'S <br />88-8, 9, & 10, HWY. <br />96 AND HAMLINE AVE. <br /> <br />Council was referred to Resolutions 88-8, 88-9, and 88-10 <br />which relate to the apportionment of assessments for the <br />property located adjacent to the Village Hall on Highway <br />96 and Hamline Avenue. <br /> <br />Peck moved, seconded by Winiecki, that Council approve <br />Resolution No. 88-8, Apportionment of Improvement W-P-SS-76-1; Resolution No. <br />88-9, Apportionment of Improvement W-77-5; and Resolution No. 88-10, <br />Apportionment of Improvement W-77-5 and W-78-2. Motion carried unanimously. (3-0) <br /> <br />CHAR. GAMBLG. LIC.; <br />CONCORDIA SING. SOC. <br /> <br />Council was referred to the application for a Charitable <br />Gambling License from Concordia Singing Society, for <br />operation at the Pot 0 Gold Bingo Hall. <br /> <br />Clerk Administrator Morrison advised the background investigations on the <br />Treasurer, Chief Executive Officer, and the Gambling Manager had been completed <br />by Ramsey County Sheriff's Department. <br /> <br />. <br /> <br />Councilman Peck requested the minutes reflect that the Pot 0 Gold Bingo location <br />is allowed seven licensed organizations and this application would be number <br />seven; furthermore, nine organizations are allowed to operate in the Village and <br />this application would be the ninth. He questioned if the Clerk Administrator <br />agreed with the information. <br /> <br />Morrison advised that some of the charities operating at Pot 0 Gold have not <br />applied for renewal, however, Councilman Peck was correct in the statement. <br /> <br />Peck moved, seconded by Woodburn, that Council approve <br />the Charitable Gambling License application from Concordia Singing Society to <br />operate at the Pot 0 Gold location. Motion carried unanimously. (3-0) <br /> <br />Councilmember Hansen arrived at 8:30 p.m. <br /> <br />1988 SALARIES; <br />NON-UNION EMPLYS <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator, 2-26-88, outlining her recommendations <br />for 1988 salary increases for non-union employees. <br /> <br />. <br /> <br />Morrison advised that she had reviewed the recommended increases quite carefully <br />in line with the budget as proposed and approved by Council last fall; generally <br />the recommendations are within budget or under budget. <br /> <br />Councilman Peck commented that due to recent Council concerns relative to the <br />Building Inspector/Code Enforcement Officer position, it was his opinion it would <br />be inappropriate to grant a salary increase for that position at this time. <br /> <br />Morrison explained the position was anticipated, at budget time, to receive a 4% <br />increase; she stated it was reduced considerably from the 4% proposed increase. <br /> <br />The Clerk Administrator advised that the 4% was based on the suggested budgeted <br />amount as approved' by Council, as well as comparisons with similar cities, and <br />similar positions from the most recent data available. She explained she tried to <br />keep the non-union personnel at the middle percentile of comparative metropolitan <br />positions, however, some are at the bottom even with the increases; the union <br />personnel are at the highest percentile. <br /> <br />Mayor Woodburn commented that the positions are earning more than they would in <br />private industry for the same job. He explained the increases are usually based . <br />on inflation; at the present time the inflationary figure is negative, to give <br />everybody raises that are more than inflation does not seem fair to the taxpaying <br />public. <br /> <br />There was discussion relative to the Stanton Survey comparisons. <br />
