.. ~- MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING . Monday, February 23, 1987 - Village Hall CALL TO Pursuant to due call and notice thereof, Mayor Woodburn ~ ca!led the meeting to order at 7:30 p.m. ROLL CALL The roll being called the following members were present: Mayor Woodburn, Councilmembers Nancy Hansen, Gary Peck and Thomas Sather. Also present were Engineer Donald Christoffersen, Barry Peters, Parks Director John Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Patricia Morrison and Deputy C!erk Catherine Iago. RESOLUTION NO. Mayor Woodburn introduced representatives from several 87-12; PROCLAIMING Gir! Scout Troops and one of the gir! scout leaders. GIRL SCOUT WEEK After reading a proc!amation, the Mayor and Councilmembers, the girl scout representatives and the audience stepped outside to release balloons in celebration of the 75th anniversary of Girl Scouting. A plaque was presented to the City of Arden Hills, in thanks for their support of gir! scouting. Hansen moved, seconded by Sather, that Council adopt RESOLUTION NO. 87-12; PROCLAIMING WEEK OF MARCH 7-14, 1987, GIRL SCOUT WEEK. Motion carried unanimously. (4-0) APPROVE MINUTES Moved by Sather, seconded by Peck, that Council approve the Minutes of February 9, 1987, as submitted. Motion . carried unanimously. (4-0) BUSINESS FROM FLOOR None. RES. NO. 87-13; Counci! was referred to Engineer's letter of 2/12/87, RCW DIST. WATER regarding the Water Resources Management Plan. MANAGEMENT PLAN The Engineer advised Counci! after meeting with representatives from various communities, a committee was formed to provide the Watershed District with constructive information regarding their plan and to prepare a draft document of concerns which each city should consider. He stated the enclosed Exhibit "A" includes the various comments the Watershed managers should consider before finally adopting their p!an; noting the exhibit should be sent along with a Reso!ution from Council indicating their support of the plan. Council and the Engineer discussed the items in Exhibit "A". Christoffersen noted that after this plan has been approved, the City will have to develop a TR-20 plan as required by law. He explained that the area north of Highway 694 has already been studied, therefore the cost of deve!oping the TR-20 plan would be lessened. Hansen noted that by adopting the proposed resolution, Council accepts the plan, with the exception of items listed in the resolution; she questioned how this would affect the revisions to the p!an. . Engineer adVised the Water Resources Board wi I! review the resolutions adopted by all Cities to determine the impact of the plan on the Cities. He stated that comments regarding the p!an must be submitted to RCW by March 1, 1987; if comments are not received by that date, RCW wil! presume our concurrence with the plan as submitted. Hansen moved, seconded by Peck, that Council adopt RESOLUTION NO. 87-13, CONCERNING RICE CREEK WATERSHED DISTRICT WATER RESOURCES MANAGEMENT PLAN, as outlined with attached Exhibit "A".
