~
Minutes of Regular Council Meeting, February 23. 1987
Page 2 .
SMOKING POLICY C!erk Administrator reviewed the background of this
(CONT'D) issue and advised that the recommendation of the
committee members is a strong plan which exceeds the
State law guidelines. She noted there may be other alternatives which could be
discussed after the committee chairperson has presented his report.
John Buckley, Chairperson for the committee, explained the rationale for the
smoking policy recommendation: he noted concerns were: 1. Air Pollution, 2)
Health of Smokers and Non-Smokers, and 3) Employer Costs due to Loss of
Productivity. He a!so reviewed the options discussed by the committee:
1. Village Ha!l can remain status quo.
2. Village Hall can become Smoke Free.
3. A Common Smoking Area can be designated, such as the Council
Chambers only between 8:00 a.m. and 5:00 p.m., and Office Area
designated as Smoke Free.
4. Same as #3, except Council Chambers could be designated half
smoking, half non-smoking, after 5:00 p.m.
Buckley advised the Public Works Garage is presently a smoke free area and will
remain as such.
Morrison explained that an air purifier had been placed in the office area for
about one week. Employees determined that the system did help air circulation,
however, Buck!ey noted the purifier did not remove the chemical pollutants from .
the air. She also advised that there is adequate space in the Council chambers
to designate smoking and non-smoking areas, and be within the State law
guidelines.
Mayor Woodburn advised that the Council chambers had previously been designated
half smoking, half non-smoking.
Hansen noted that many Cities have adopted the smoke-free policy at their City
Offices and Counci! Chambers.
There was discussion regarding alternative policies for smoking/non-smoking
designations.
Sather moved. seconded by Hansen, that Council adopt a
policy to designate the Vil!age Offices and Garage a smoke-free area and
furthermore, that the Council Chambers be designated a smoking area between the
hours of 8:00 a.m. and 5:00 p.m., and smoke-free area after 5:00 p.m.
Peck moved to amend the motion, seconded by Sather,
that Council adopt a policy to designate the Village Hall and grounds as a
non-smoking area. effective June 1, 1987, and furthermore, that employees be
encouraged to attend classes to quit smoking. Amendment to motion failed.
(Peck and Sather voting in favor; Hansen and Woodburn opposed) (2-2)
In discussion, Councilmembers noted that the issue at this time is to adopt a
policy which will comply with State law; the issue of employees attending .
classes to quit smoking cou!d be discussed at a later date.
Woodburn moved to amend the motion to state that the
Council chambers be designated half smoking, half non-smoking area after 5:00
p.m. Motion failed for lack of second.
Origina! motion failed. (Sather and Hansen voting in
favor; Woodburn and Peck opposed) (2-2)
Council noted that the Village Hall shou!d be in compliance with State law and
therefore instructed the Clerk Administrator to set-up a temporary policy which
would comp!y with the minimum requirements of the law; until such time as more
research can be submitted to Counci!.
.
