<br /> . <br /> Minutes of Regu!ar Council Meeting, February 23, 1987 <br /> Page 3 <br /> . REPORT OF PARKS DIRECTOR <br /> 1987 SPRING PKS. Council was referred to the memorandum from Parks <br /> & REC PROGRAM Director (2-17-87), which outlined his recommendation <br /> for the 1987 Spring Program. Buckley noted the two <br /> programs (Karate and Sports & Games) that were well received this winter wi!! <br /> be continued through the Spring, and noted that the program schedule had been <br /> recommended for approval by the Parks & Recreation Committee. <br /> Council asked Buck!ey if he would keep a record of participants for the <br /> programs; noting the information would be helpful to determine if the programs <br /> are se!f-sustaining. <br /> Moved by Sather, seconded by Peck, that Council approve <br /> the 1987 Spring Parks and Recreation Program as proposed by the Parks Director. <br /> Motion carried unanimously. (4-0) <br /> SPORTS TURF Parks Director referred Council to his memorandum of <br /> MGRT SEMINAR 2-17-87, re: parks personnel attendance at the Sports <br /> Turf Management Seminar on 2-25-87, at the Sheraton <br /> Midway in St. Paul. He noted there is no fee for the Seminar and reviewed the <br /> topics and speakers. <br /> Council asked if it would be worthwhile for the Parks Committee members to <br /> . attend the seminar, since there is no fee. <br /> Buckley advised he would check on registration deadline and notify the <br /> committee members at the next regular parks meeting. <br /> Hansen moved, seconded by Sather, that Council approve <br /> the attendance of Mr. Winkel, Mr. Bell and Mr. Fuller at the Sports Turf <br /> Management Seminar on February 25, 1987. Motion carried unanimously. (4-0) <br /> 1987 SHADE TREE Council was referred to memorandum from Parks Director <br /> PROGRAM (2-17-87) reI 1987 Diseased Tree and Stump Removal <br /> Contract recommendations. Buckley advised the contract <br /> would be in the same form used in 1986; he suggested advertising for bids in <br /> the New Bri~hton Bulletin on March 4 and 11, as well as sending bid <br /> specifications to al! 1986 bidders. He suggested bids be opened on March 25th <br /> and bid award be placed on the March 30th Council agenda. <br /> Moved by Hansen, seconded by Peck, that Council approve <br /> the 1987 Sha4e Tree Program Contract recommendations, including advertisement <br /> for bids, as outlined by the Parks Director in his memorandum of February 17, <br /> 1987. Motion carrried unanimous!y. (4-0) <br /> 1986 TREE CITY The Parks Director advised Council that the National <br /> AWARD; ARBOR DAY Arbor Day Foundation had named Arden Hills as a 1986 <br /> Tree City USA. He also stated that we will be planning <br /> an Arbor Day program in 1987 and will receive our award in conjunction with the <br /> . ceremony. <br /> NO PARKING SIGNS; Council was referrred to Public Safety/Works Committee <br /> NEW BRIGHTON ROAD minutes (2-19-87); recommending that the County be <br /> requested to install "No Parking" Signs along New <br /> Brighton Road, 300 ft. from the first house north of the rink to the Church <br /> lot. <br /> Hansen reviewed the concerns presented by Mr. Gilbertson at the Committee <br /> meeting and noted that adequate parking for those using the hockey rink in that <br /> area is provided through a cooperative agreement with Trinity Lutheran Church. <br /> She suggested a sign could be placed on the street requesting parking in the <br /> Church lot. <br /> Buckley stated he would prefer not to place a sign on the street; he' stated he <br /> . would notify the broomba!l players prior to the season, and place a sign on the <br /> warming house advising them to park in the Church lot. <br />
