P-86-28, GLENHILL ROAD; P-86-29, ASBURY STREET; P-86-31, SHELDON STREET;
. P-86-32, PASCAL STREET; AND P-86-33, ARONA STREET WITH CENTENNIAL DRIVE
REVIEW OF PROJECT
All of these projects are the result of staff initiation as part of the city-
wide Pavement Management Program. They are all within the 10 neighborhoods
selected to be done in 1987 as part of this program. All of the roadways have
ratings that fall within the "problem" category and fit the policy decision of
reconstruction.
In each case the adjacent property is zoned single-family. Nearly all of the
property has been developed with existing homes along each side.
Yards are generally higher than the roadway and vary from fairly flat to
somewbat steep. The same can be said for the driveways which are almost always
paved and vary from almost flat to fairly steep. The traffic is generally
light and of a residential nature. The existing soil type is a mixture of sand
and clay.
The streets are already served with sanitary sewers and watermains as well as
storm drainage facilities. Although their condition is not specifically known
at this time, it would be checked prior to the construction of the roadway.
The roadways are generally located near the center of the existing right-of-way.
. The common right-of-way width is 60 feet with all necessary right-of-way
already existing.
The fcllowing comments will relate the aspects of each project which are
somewhat different than the norm or relates specifically to that project:
PROJECT P-86-28, GLENHILL ROAD
This project is unusual in that it actually falls on the boundary line
between Arden Hills and Roseville. The northern half of the street and
the right-of-way are in Arden Hills and the southern half in Roseville.
Discussions have been held with the staff of the City of Arden Hills, and
they have been advised that Roseville will be considering this project as
part of our overall Pavement Management Program. Copies of the feasibility
study will be provided to them, and discussions will be held as to their
anticipated action in regard to their half of the roadway construction
and/or cost.
The current roadway is approximately 30 feet wide and has a very poor
rating of 8. It slopes downward in both directions toward Snelling Avenue
Frontage Road and Hamline Avenue.
Catch basins exist at the Snelling Avenue end but are in very poor
condition. No catch basins exist at the Hamline Avenue end, and the water
generally drains over land northerly towaI~ Snelling Avenue.
. Only two trees and two bushes exist within the right-of-way.
6
