Village of Arden Hills <br /> March 19, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:34 p.m. by Chairman Schultek. <br /> Roll Call <br /> Present: Dick Schultek, Rob Carley, Duane Long, Paul Malone, David <br /> McClung, Bud Steglich, Jerry Timm, Ed Trolander <br /> Absent: Roy Ambli, Bill Gillies, Don Zehm <br /> Also Present: Councilmember Nancy Hansen, Mayor Robert Woodburn, Public Works <br /> Director Robert Raddatz, Clerk Administrator Charlotte McNiesh <br /> Approval of Minutes <br /> It was moved by Malone, seconded by Steglich, that the minutes of February 19 <br /> be approved as submitted. Motion carried unanimously. <br /> Mounds View Parkin~ Problems <br /> Present to discuss this problem with the committee were: Philip Vogel, 1817 <br /> Janet Court, Mike Murlowski, 1803 Janet, Chuck Morgan, 1791 Janet, and Bob <br /> Rudolph, assistant principal of Mounds View High School. <br /> Concerns expressed by residents included blocking of mail boxes by vehicles, <br /> litter, accessibility of entry by emergency vehicles, disruption of parking for <br /> residents, and general safety factors. <br /> . Discussion ensued as to various methods to address the problem, i.e., limited <br /> parking, resident parking only, permit parking, etc. Frank Herbst, Ramsey <br /> County Deputy Sheriff, discussed the methods being used around St. Thomas <br /> College ($10.00 charge per resident for permit). He also advised other streets <br /> (Gramsie and Fairview) may have to be posted.) <br /> Mr. Rudolph discussed what the School District is attempting with permit <br /> parking for the limited on-site parking spaces. He advised there are a total <br /> of 424 spaces in school parking area; of those spaces, 150 are for employees, <br /> with permits being issued to students for the balance (majority for students <br /> with special needs to drive). He also advised the School District had asked <br /> parents to have students leave their cars and ride the buses. <br /> Carley suggested the School District explore parking south of existing lot <br /> and/or northeast of the football field; Mr. Rudolph stated there may be a <br /> drainage problem in these areas. Malone suggested the Village work with the <br /> School District, if they desired, in looking at additional available land and <br /> stated he felt parking should be by permit only. <br /> It was moved by Malone, seconded by McClung, that Committee recommend to <br /> Council that entire length of Janet Court be posted as a no parking area <br /> (except by permit only) and that the Ramsey County Sheriff's Department <br /> selectively check the area for compliance. Motion carried unanimously. <br /> . Committee recommended that costs for signs and permit be determined. (Raddatz <br /> advised approximate cost per sign and post would be $20.00). <br />
