BID AWARD (3-26-87) , re: award of bid for 1987 diseased tree . <br /> removal. <br /> Buckley advised that Gorecki Trees was the low bidder, in the amount of <br /> $15.827,and reported that he had checked references for the company with the <br /> Cities of Edina, Richfield and Robbinsdale; all gave good recommendations. He <br /> also noted that in comparison with the 1986 tree removal bid, it appears the <br /> cost could decreased by approximately 3.2%. <br /> Hansen moved, seconded by Sather. that Council award the <br /> bid for the 1987 Diseased Tree Removal contract to Gorecki Trees in the amount <br /> of $15,827.00. Motion carried unanimously. (5-0) <br /> ARBOR DAY; The Parks Director explained the festivities planned for <br /> 4/25/87 an Arbor Day celebration in Arden Hills. He invited the <br /> Councilmembers to participate in the tree planting. park <br /> cleanup and trail walking activities on Saturday. April 25th. from 9:30 a.m. <br /> until noon; tentative schedule for participation is listed in the Parks & <br /> Recreation Committee minutes of 3-24-87. <br /> CHAR. GAMBLING Council was referred to applications for Charitable <br /> LIC. ; BINGO Gambling Licenses for Guadalupe Mexican Education <br /> Society, Inc. and Trade Lake Camp, Inc. <br /> Jim Adams. representing Bingo Hall at 3776 Connelly Ave., explained these two <br /> applications would fill out the organizations intending to operate bingo . <br /> occasions at the site. He advised that there would be 21 occasions of bingo at <br /> the hall; one licensee can operate two bingo games per week, not to exceed an 8 <br /> hour period of time. Adams stated that the occasions will be held Wednesday <br /> through Sunday; with 7 licensed organizations operating two games per week. <br /> Adams stated that these two applications are the final requests for <br /> organizations operating at the 3776 Connelly Avenue site. <br /> A representative of the Guadalupe Mexican Education Society gave a brief <br /> explanation of their charitable operation. Jim Adams reviewed the history of <br /> the Trade Lake Camp facility. <br /> There was discussion regarding the selection process for charities operating in <br /> the bingo hall and organization of management of the bingo occasions. <br /> Clerk Administrator Morrison noted that the applications are for Class A <br /> Charitable Gambling Licenses; which includes Raffles, Paddlewheels, Tipboards <br /> and Pull-Tabs, as well as Bingo. <br /> Councilmembers expressed concern regarding the impact of the charitable <br /> gambling operation on the Village. There was discussion of the Attorney's <br /> letter (3-27-87) which outlined enactment of a charitable gambling ordinance. <br /> Council reviewed the ordinances of some other cities and discussed restrictions <br /> which may be placed on the charitable gambling activities; some members <br /> strongly agreed with the suggested provision for a phaseout period and favored <br /> the more restrictive ordinances. . <br /> Peck moved, seconded by Hicks, that Council direct the <br /> Village Attorney to draft regulations which pertain to Charitable Gambling in <br /> Arden Hills. Motion carried unanimously. (5-0) <br /> In discussion. Councilmembers questioned the number of bingo occasions allowed <br /> by State law; noting that these two applications bring the number of <br /> organizations operating at 3776 Connelly Avenue to 7 charities. Council <br /> concurred their preference would be to reduce the number of bingo occasions. <br /> Hicks moved, seconded by Sather, that Council approve <br /> the Charitable Gambling License applications for Guadalupe Mexican Education <br /> Society, Inc. and Trade Lake Camp, Inc., subject to confirmation by Attorney <br /> Lynden that State Law allows 21 occasions for Bingo. Motion carried. (Hicks, . <br /> Sather, Hansen, Woodburn voting in favor; Peck voting in opposition) (4-1) <br /> NO PARKING; Hansen moved, seconded by Sather, that Council discuss <br /> MOUNDS VIEW H.S. the No Parking Area, Mounds View High School, at this <br /> time. Motion carried unanimously. (5-0) <br />
