Minutes of the Regular Council Meeting, March 30,1987
Page 5
. NO PKING (CONT'D) Council was referred to the Public Safety/Works
Committee minutes (3-19-87) relative to the parking
problems in the area of Mounds View High School.
Mayor Woodburn suggested the installation of 2-hour parking between 8:00 a.m.
and 4:00 p.m. signs in the area.
Hicks noted the parking lot is not full during the day; questioned why students
do not use the lot.
Clerk Administrator Morrison reviewed how the School District is attempting to
alleviate the problem by issuing permit parking for the limited on-site parking
spaces. She stated that the school is monitoring tne parking lot on a daily
basis and issuing a certain number per week, until the maximum parking limit is
reached. Morrison also advised that Mr. Rudolph of the School District has
asked parents to encourage students to ride the bus.
Hansen reviewed the area residents concerns: blocking of mailboxes, litter,
limited accessibility for emergency vehicles, access to personal driveways and
general safety factors.
Philip Vogel, 1817 Janet Court, stated that the problems exists in the evening
hours, as well as daytime hours, particularly during football season.
Mayor Woodburn advised that Council has placed the matter of parking during
. football season on their fall agenda.
Sather explained to the residents that Council intent for limited parking in
this area is not to restrict residents of Janet Court; but rather to increase
enforceability.
Richard Tangen, 1800 Janet Court, stated that he is a five-year resident in the
area; this is the first year there has been a problem. Tangen was unsure if a
two hour limit would solve the problem and suggested either parking by permit
or no parking between 7:00 a.m. and 3:00 p.m. would be better.
Morrison stated that Paul Malone of the PS/W Committee had obtained cost
estimates for parking permits; decals for parking permits are approximately
$150.00 per 100. She further advised that Jerry Bergeron of the Sheriff's
Department explained that the decals are easily duplicated. Bergeron had also
stated that Sheriff's Department personnel could be notified by area residents
if they plan a social function that would increase parking on a specific date.
Alaine Will, 1810 Janet Court, had monitored the Mounds View school parking lot
for two days and noted 57-60 open spaces in the lot. She stated that a 2-hour
parking limit would help correct the parking situation.
Mike Murlowski, 1803 Janet Court, agreed with the 2-hour parking limit concept.
Hicks stated that this would be a positive step; if the situation is not
corrected Council and residents can discuss alternate solutions.
. Peck stated that students may be able to move the vehicles during the day to
reduce the chance of receiving a parking violation.
Moved by Sather, seconded by Hicks, that Council approve
the posting of two-hour parking, between 8:00 a.m. and 4:00 p.m., signs on
Janet Court, Fairview Avenue, Rolling Hills Road and Gramsie Avenue. Motion
carried. (Sather, Hicks, Peck and Woodburn voting in favor; Hansen voting in
opposition) (4-1)
CHAR. GAMBLING Council concurred that the provisions of the Charitable
ORDINANCE DISC. Gambling Ordinance should be discussed further before
directing the Village Attorney to draft the ordinance.
Peck moved, seconded by Hansen, that the discussion of
. enactment of the Charitable Gambling Ordinance be continued to the regular
Council meeting to be held on April 27, 1987, at the Village Hall. Motion
carried unanimously. (5-0)
