<br /> A Minutes of the Regular Council Meeting, March 30,1987 <br /> Page 3 <br /> STORM SEWER Hicks moved, seconded by Hansen, that Council direct the <br /> (CONT'D) Engineer to contact C.W.Houle, contractor for the <br /> . Edgewater Estates project, and obtain a firm cost <br /> estimate for installation of the proposed storm sewer system on Glenview Avenue <br /> in conjunction with the Edgewater Estates project: and further, that the Public <br /> Works Supervisor determine if funding is available in the 1987 budget. Motion <br /> carried unanimously. (5-0) <br /> TEMPORARY EASEMENTS Mayor Woodburn asked if the Engineer recalled any <br /> occasion where payment was received for granting a <br /> temporary easement to the City for underground utility work. <br /> Christoffersen advised he did not have any recollection of the City paying for <br /> a temporary easement: usually after completion of a project the land is <br /> restored to the same or, in some casest better condition than it was previous <br /> to the work. <br /> RES. NO. 87-19; Mayor Woodburn reviewed the applications received for <br /> APPTMT. TO FILL appointment to fill the Council vacancy which exists <br /> COUNCIL VACANCY due to the resignation of Councilmember Dale Hicks. <br /> Applications were received from Paul Malone, Thomas Mulcahy, Jeanne Winiecki <br /> and Raymond McGraw. Councilmembers expressed their appreciation to the <br /> applicants for their interest and involvement in the City. <br /> Mayor Woodburn nominated Jeanne Winiecki for the position and requested Council <br /> ratification. <br /> . Moved by Peck, seconded by Woodburn, that Council <br /> approve Resolution No. 87-19, and appoint Jeanne Winiecki to fill Council <br /> vacancy of Councilmember Dale Hicks, effective April I, 1987 until a successor <br /> is elected and qualified at the Election to be held on November 8, 1988. <br /> Motion failed. (Peck and Woodburn voting in favor; Hansen and Sather voting in <br /> opposition) (2-2) <br /> Moved by Hansen, seconded by Sather, that Council <br /> approve Resolution No. 87-19, and appoint Paul Malone to fill Council vacancy <br /> of Councilmember Dale Hicks, effective April 1, 1987 until a successor is <br /> elected and qualified at the Election to be held on November 8, 1988, Motion <br /> failed. (Hansen and Sather voting in favor; Peck and Woodburn voting in <br /> opposition) (2-2) <br /> Mayor Woodburn, in accordance with the rules and <br /> statutes for statutory cities reo appointment to fill a Council vacancy, <br /> ("...if the Council votes on an appointment, and the vote results in a tie, the <br /> Mayor may make the appointment without Council approvaL.."), appointed Jeanne <br /> Winiecki to the Arden Hills Council. <br /> RES. NO. 87-17; Mayor Woodburn read and presented to Councilman Dale <br /> HONORING DALE HICKS Hicks Resolution No. 87-17, honoring Dale for his <br /> service on the Council, on behalf of the Council and all <br /> the citizens of Arden Hills. The Mayor also presented Dale with a Certificate <br /> of Appreciation <br /> . Councilmember Hicks expressed his appreciation for the support of the City <br /> staff, consultants, planning commission members, Councilmembers and residents <br /> of Arden Hills. Dale stated he would miss Arden Hills, however, he would be <br /> back after his service in Morocco is completed. <br /> Moved by Sather, seconded by Peck, that Council approve <br /> Resolution No. 87-17, HONORING DALE HICKS. Motion carried unanimously. (5-0) <br /> REPORT OF PARKS DIRECTOR <br /> 1987 PARKS Council was referred to the minutes of the Parks and <br /> IMPRVMT PLAN Recreation Meeting (2-24-87), recommending approval <br /> of the 1987 Parks Development Plan. <br /> . Parks Director Buckley gave a brief overview of the park development guidelines <br /> and a cost breakdown of the $58,000 expenditure for the improvements. Buckley <br /> also outlined the proposed blacktopping schedule for the pedestrian trails. He <br /> also noted the proposed guidelines are in conjunction with the Park Board's 10 <br /> year plan which was developed in 1980. <br /> Moved by Sather, seconded by Peck, that Council approve <br /> the 1987 Park Development Guidelines as submitted. Motion carried unanimously. <br /> (5-0) <br />
