Raddatz stated that there are meters which could be <br /> placed on top of the lift stations to check their operation so that it wouldn't <br /> be necessary to actually enter them unless there was a problem. <br /> Raddatz and Zehm added that some of the OSHA violations will be easy (and <br /> inexpensive) to correct; others will be more costly. Committee recommends that <br /> all be corrected, and if necessary, funds be provided in the 1988 budget to <br /> accomplish this. <br /> Zehm and Raddatz will also develop a Personnel S~fety Rules and Policies <br /> manual; this would be submitted to the Union for review, and each employee <br /> would be required to read and sign it. <br /> Inside-Outside Meter Discrepancies , ,- <br /> The outside meters on all homes are read quarterly by Public Works employees L/ <br /> before the quarterly billings. Raddatz believes that in many cases. the <br /> outside meters are not recording water usage accurately. hence residents are <br /> not being charged for the total quantity of water used. He suggested a meter <br /> reading card be left at each home when the outside meter is read, the homeowner <br /> be asked to read the inside meter and mail the card to the Village Hall, and <br /> the two readings then compared so the accuracy of the outside meter could be <br /> determined. He suggested this could be done just once, and the outside readers <br /> that weren't accurate then repaired so they would be accurate. <br /> . Motion was made by Steglich. seconded by Carley, that Committee recommend to <br /> Council that a card be made up, with return postage, and left at each home <br /> during one meter reading session, as suggested by Raddatz. Motion carried <br /> unanimously. <br /> Committee felt stron~ly that any resident found to have used more water than <br /> the outside meter had recorded be required to pay for this additional water. <br /> Security Fencin~, Public Works Buildin~ <br /> In discussing the recent theft of the rodder and truck. Raddatz asked Committee <br /> input about installing security fencing of the area. He suggested 6' chain <br /> link fencing of the back portion of the area. Committee.noted this abuts the <br /> townhouses, urged that the appearance be considered. They discussed a redwood <br /> fencing instead, but Herbst pointed out that the deputies patrol the area and <br /> their view should not be obstructed. Committee recommends that Raddatz include <br /> funds for chain link fencing of this area in the 1988 budget, and that <br /> plantings be put along the outside to buffer it from the adjacent <br /> neighborhood. Raddatz estimates the cost at about $10.00 per foot. <br /> Council Report <br /> Councilmember Hansen reported on Council actions of interest. She reported <br /> that contract negotiations with the Fire Department are continuing; Arden Hills <br /> has offered to pay costs of operation of Station Ul. and assume capital <br /> expenditure costs. She noted costs for operation of Station Ul increased to <br /> . $l7l,765 estimate; increases were made in training budget, clothes allowance, <br /> among other items. <br /> Adjournment <br /> The meeting was adjourned at 9:20 p.m. <br /> Submitted by Shirley Marshall. <br />
