Minutes of Regular Public Safety/Works Commit~ee'Meeting <br /> Village of Arden Hills <br /> September 24, 1987 <br /> Village Hall <br /> Call to Order and Roll Call <br /> The meeting was called to order at 7:35 p.m. by Public Works Supervisor <br /> Robert W. Raddatz. <br /> Roll Call <br /> Present: Bud Steglich, Jerome Timm. Ed Trolander, Paul Malone <br /> Absent: Roy Ambli, Bill Gillies, Rob Carley, Duane Long, Don Zehm <br /> Also Present: Public Works Director Robert W. Raddatz, Clerk Administrator <br /> Patricia J. Morrison <br /> Approval of Minutes <br /> The minutes of August 20 were approved as submitted. <br /> Review of Police and Fire Department Reports <br /> Numbers of calls in both departments were average for the month. <br /> Update - Traffic Control, Hi~hways 96 and 10 Intersection <br /> An earlier letter from MnDOT indicated that studies have shown that <br /> installing flashing lights does not significantly reduce accidents, and <br /> they would not recommend them for this intersection (as suggested by this <br /> committee earlier). <br />. Despite reassurances from MoDOT in this letter that the incidence of <br /> accidents at this intersection is not excessive, the Committee continued <br /> to maintain it was a dangerous intersection, pointing out that the <br /> accidents which occur here, because of a high rate of speed, are usually <br /> more serious than those at similar intersections. Steglich has monitored <br /> the area between 8:00 p.m. and 9:00 p.m.; observed two near-misses; saw <br /> several 18-wheelers run the light (going north on Highway 10) during the <br /> .space of 45 minutes. <br /> Committee requests closer surveillance by the Highway Patrol of this <br /> intersectiont in unmarked cars. <br /> Delinquent Utility Bills <br /> Morrison and Raddatz reviewed the City's current policy of certifying <br /> delinquent utility bills once a year (at 8% interest). and the Council's <br /> recent discussions relative to shutting off water service as well. <br /> Morrison reviewed the policies of neighboring cities; noted that the only <br /> one which does shut off utilities had told her that before doing so proper <br /> notifications had to be given. and a public hearing had to be held. <br /> Committee consensus was that, if possible, City should find a way to <br /> either be able to shut off patrons' water, unless administrative costs for <br /> doing this were excessiveJ or increase the interest rate charged on <br />. overdue accounts. <br /> Tower Update <br /> The exterior is painted except for the top; the interior needs to be <br /> sprayed with chlo':ine, the line pressure-tested, and the new water tower <br />
