will be operational!.
. Water Mair, Break, Old t!~J;t"way 10
A water main break h~d occurred again (September 25) on the stretch
between County Road F and Valentine; when the break was fixed and the
water turned back on, three more small breaks occurred. Raddatz explained
that there is a mile of older, cast iron pipe here; breaks occur
frequently; however, since replacement cost is over $100,000, and cost of
repairing breaks is probably $500 each time replacement is not recommended
at this time.
Pavement ManaJ;tement Plan
This has been presented to Council, along with a 1988 budget request of
$60,000 (for overlay) and $40,000 (for sealcoating) to implement the first
year of this plan. The program used to compile the data resulting in
recommendations will be installed on the City's computer, and updated
every two years by Village personnel.
The Finance Committee has recommended that the plan be implemented in
1988. A breakdown of SEH's recommendations follows:
The City has 27.8 miles of street to maintain. Of these, 13.28 miles
(or 50%) need no special treatment at this time. 5.45 miles (or 20%)
need overlaying, at an estimated cost of $592,155.84. 6.67 miles (or
24%) need sealcoating, $131,651.75, during the next few years. 1.97
miles need complete reconstruction. estimated cost $933,357.
. SEH had further recommended the $60,000 for overlaying be done in 1988.
Raddatz noted that the program should, in the long run, save the City
money in maintenance costs.
Committee asked if funds are set aside regularly by the Council for street
replacement; noted that the streets are the City's largest investment, at
approximately $15 million, it behooves the City to protect this large
investment, and it would also seem financially astute to set aside sums
for repair and replacement costs, using whatever means seem desirable.
Miscellaneous ltems
Bids for replacement of the two tractors were opened September 23; prices
seem reasonable. Delivery should occur within one month, after orders are
placed.
The truck for the jetter has been delivered to the dealer; the jetter will
be installed on the t~uck withi~ two to three weeks.
Odor problem on North Hamline is spreading, has now spread to another home
to the north. Line was again televised, after being cleaned three more
times, and proved to be completely clean. Raddatz' only remaining thought
is that Bethel is in some way passing along odoriferous compounds.
Committee asked if Salitros' line had been cleaned; Raddatz replied that
Salitros had his pipe to the sewer cleaned.
.
