Delinquencies, Water Utility Bills: The Council, at the meeting of <br /> September 14, requested I conduct a survey of some of the surrounding <br /> comrn~nities to d~Lermine if they have a water shut-off policy and <br /> penalties they may impose on delinquent accounts. <br /> T~e Council do~s, as per attached Section 28-19(b) of the Code, have <br /> the authority to discontinue water service for non-payment. It is my <br /> understanding this has never been used. <br /> I have called Shoreview, Mounds View, White Bear Lake, Falcon Heights, <br /> New Brighton and Vadnais Heights; I have not heard from the last two <br /> as yet. Summary of calls: <br /> Shoreview: has no provision for shut-off and has no extra charge for <br /> delinquent accounts which are certified. <br /> . Mounds View: has provision for shut-off after 2 formal notices have <br /> been sent (about 3 month time frame); also have provision for a <br /> payment plan; and, charge 5% on certified accounts. <br /> White Bear: does not shut off water on delinquent accounts, and does <br /> not want to institute one due to administrative cost, and time and <br /> difficulty in collection; charges 8% on certified accounts. <br /> The Public Safety/Works Committee discussed this at their meeting of <br /> September 24, which Bob Raddatz will report on. <br /> 2. Edgewater Estates: Attached is a copy of Orlyn Miller's response to <br /> G. McGuire's attorney, together with background material, relative to <br /> conveyance of Lot 23, as he discussed at the September 14 meeting. <br /> 3. Ramsey County Libraries: Attached is a notice of the upcoming RCLLG <br /> meeting, as well as a notice for application to serve on the Library <br /> Board. <br /> . <br />
