<br />~ <br /> 1988 BudRet, NSCC and Access Corpora~ion <br />. Copies of the proposed 1988 budget are attached for Council consideration and <br /> approval. The NSCC budget is higher than in previous years, primarily due to a <br /> larger portion of the administrative and secretarial salary expense being <br /> charged to this budget and less to the Access Corporation. The Commission <br /> anticipates increased time on NSCC matters in public access negotiations with <br /> Hauser. <br /> Miscellaneous/New Business <br /> North Central has indicated there will be an increase in rates in January 1988, <br /> amount not known. Consensus of NSCC is that basic service will increase in <br /> cost; the cost of premium services will decrease. Thirty days' notice of rate <br /> increase must be given to subscribers. (The cities, and Commission, have no <br /> control Over rate increases, or over channels offered, unless a decrease in <br /> quality or mix of programming is perceived.) <br /> Arden Hills has had the highest penetration rate (for basic service) of the ten <br /> cities; Our percentage drops this month, because more cable's been laid, and <br /> the apartments and new homes offered service. <br /> Adjournment <br /> The meeting was adjourned at 8:35 p.m. <br /> Submitted by Shirley Marshall. <br />. <br />. <br />
