the community on the benefits of water stewardship. <br />Conditional Use Permit Evaluation Criteria <br />When reviewing a Conditional Use Permit, the Planning Commission and City Council evaluate the <br />project based on a number of measures as outlined in 1355.04 Subd. 3. The Mister Car Wash <br />project is consistent with the code based on the following. <br />1. Existing and anticipated traffic and parking conditions. <br />The proposed project is anticipated to maintain the current traffic volume that was <br />present when the existing fast-food restaurant was operating. According to the Traffic <br />Memorandum prepared by Kimley-Horn, the anticipated daily traffic is 1,560 vehicles <br />per day, an increase of 17 vehicles over the 1,543 vehicles per day estimated for the <br />fast-food restaurant. <br />b. Throughout Mister Car Wash's numerous studies on existing stores, it's been <br />determined that the car wash is not a destination location for customers, meaning they <br />don't leave their home or work with the express intent of going to the car wash. The <br />typical customer is on their way to/from work or running errands that bring them to the <br />car wash. The car wash is anticipated to capture customers from the existing traffic <br />base, and not significantly increase traffic within the adjacent network. <br />c. The site is adequately parked providing 5 employee parking stalls and 17 customer <br />vacuum stalls. In addition, there is an existing Reciprocal Easement Agreement <br />(Document# 4363765), recorded on October 22, 2012, allowing for parking of up to 19 <br />vehicles on the adjacent property to the north. Because no retail sales occur within the <br />building, customers have no need to park except when vacuuming their vehicles, <br />therefore, no negative parking conditions are expected. <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and other <br />nuisance characteristics. <br />a. Mister has designed the site and facility to avoid off -site noise, light spillage or any other <br />nuisance characteristics. The vacuums are installed in concrete enclosures with mufflers <br />added to reduce noise level and have been located on the interior of the site, as far <br />from property lines as possible. <br />Site lighting has been designed to remain on site and at no point do the foot candles <br />exceed those allowed by code at the property line or within the adjacent ROW. <br />c. No odors, vibration, smoke, dust, air pollution, heat or liquid waste are anticipated on <br />the site. All solid waste will be stored in a designated trash enclosure and routinely <br />emptied by a local waste hauler. <br />3. Drainage <br />Stormwater is proposed to be managed and treated on -site via an underground <br />filtration system. Stormwater will sheet flow to on -site catch basins that will direct the <br />flow to the underground filtration system where stormwater is treated via an <br />
