UPDATE; <br />CHARLIE CHUNG'S <br /> <br />Mayor Woodburn questioned if a club license or an <br />off-sale license would be permitted at Charlie Chung's <br />Restaurant. <br /> <br />. <br /> <br />The Clerk Administrator advised that the club licenses does not apply to Mr. <br />Chung's restaurant, and, the City does not have provision in it's Code for a <br />set-up license. Furthermore, Morrison explained the off-sale license would not <br />be an appropriate use at the restaurant; a letter was sent to Mr. Chung <br />advising him of the findings. <br /> <br />BOAT TRAFFIC REG. <br />LAKE JOSEPHINE <br /> <br />Mayor Woodburn questioned if a letter had been sent to <br />Ramsey County relative to regulating the direction of <br />boat traffic in a counter clockwise direction on Lake <br />Josephine. <br /> <br />The Clerk Administrator advised that she had sent a letter to Ramsey County <br />Environmental Engineer, Mr. Tillis, and written Mr. James Patocnik, 1999 <br />Jerrold Ave., who initiated the request. <br /> <br />STATUS OF LAND PURCH. <br />HIGHWAY 96 & HAMLINE <br /> <br />Mayor Woodburn questioned the status of the land <br />purchase agreement for the property adjacent to the <br />Village Hall on Highway 96. <br /> <br />Morrison advised that the owner had agreed to all Council changes stipulated <br />and had requested two additional changes: a} permanent left turns onto Hamline <br />Avenue, going north to Highway 96, and, b) no administrative review of the new <br />. location for the Daybridge facility. <br /> <br />Council concurred that no purchase agreement should be signed until <br />administrative approval is received for the easterly site location for <br />Daybridge. <br /> <br />MET. WASTE CONTROL Council was referred to a letter from the Metropolitan <br />Waste Control Commission relative to credit the Village <br />will receive for overpayment of sewer availability charges. <br /> <br />Clerk Administrator advised that each year there has been a problem determining <br />amounts to be budgeted for the charges; the refund last year was juat over <br />$68,700.00 and this year the amount is $29,458.74. <br /> <br />Council questioned if the City assumed a larger amount would be returned this <br />year; Morrison stated that was not the problem, just the fact thqt it is <br />unpredictable. <br /> <br />. <br /> <br />ORDINANCE AMENDMT. .Mayor Woodburn referred to the Ramsey County Action <br />Alert which indicated that if the Village would like <br />to have the Building Inspector enforce ordinance violations by issuing <br />citations, an ordinance amendment must be enacted (July 30th bulletin). <br />Currently only a Peace Officer may issue a citation, unless amended by <br />ordinance. Council discussed the matter and individuals who may be issuing <br />citations; it was determined that the matter would be discussed at a future <br />meeting. <br /> <br />SOLID WASTE <br />SUBCOMMITTEE <br /> <br />Council was advised the Solid Waste Sub-Committee <br />would be meeting on Monday, August 17th, at 7:00 p.m. <br /> <br />Mayor Woodburn stated the meeting would be an open meeting; he also questioned <br />if a committee can proliferate itself. <br /> <br />Hansen advised that in discussion it was determined that no one on the PS/W <br />Committee had expressed interest in serving; rationale was for a citizen's <br />action group to be formed. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />RES. #87-43; TRANS. <br />OF OWNRSHIP: MPLS. <br />HIDE AND TALLOW <br /> <br />Clerk Administrator requested Council approval for <br />the transfer of ownership of Minneapolis Hide & Tallow. <br /> <br />. <br /> <br />Morrison explained that licenses and permits are not transferrable; appropriate <br />to accomplish transfer by resolution. <br /> <br />There was discussion relative to permit fees; Morrison advised she had <br />recommended to the new owner that they submit the pro-rated fee this year. <br />
