<br />Minutes of the Reg~lar~Uncil Meeting, May 26, 1987 . <br />Page 5 <br /> <br />WATER METERS <br />(CONTINUED) <br /> <br />Raddatz suggested conducting a random survey in the <br />Village to determine the extent of meters that do not <br />reconcile. <br /> <br />. <br /> <br />Councilmember Winiecki suggested a notice could be sent to residents asking <br />them to reconcile the numbers on the inside and outside meters; she commented <br />an amnesty program could be established for payment of differences prior to the <br />survey. Winiecki further stated that residents could be advised it would be <br />beneficial to them to complete the survey, noting if they do not fill out the <br />card, the Village would have to estimate the difference and that could result <br />in a substantial amount charged for actual usage. <br /> <br />After discussion, Council concurred to refer this matter to the Public <br />Safety/Works Committee for their review and recommendation. <br /> <br />FIRE CONTRACT <br />NEGOTIATIONS <br /> <br />Council discussed the current Fire Contract situation <br />with the LJVFD and the three communities. <br /> <br />Mayor Woodburn illustrated the current level of participation of the three <br />cities and 'indicated that he and Councilmember Hansen would appreciate Council <br />comments relative to direction for negotiating the Fire Contract. <br /> <br />Council consensus was that Arden Hills should begin the negotiating process for <br />the responsibility of capital and operating costs for the equivalent of one <br />fire station. <br /> <br />, <br /> <br />... Council comments and concerns expressed: <br /> <br />- LJVFD should submit to Council an operating cost proposal for <br />all fire stations. <br />- Council suggested the three cities offer a dollar amount for the <br />operation of all fire stations and the LJVFD work within that <br />budget. <br />- Contract term should be for one year. <br />- Cost breakdown should be provided for operating costs and capital <br />expenditures as separate entities. <br />- Should Council suggest any changes in the level of service provided <br />by the LJVFD. <br />- Should Council consider purchasing and replacing all equipment <br />instead of funding capital. <br /> <br />Paul Malone, PS/W Committee member, agreed that Council should consider a cost <br />breakdown for operating costs and capital outlay; and look at depreciation <br />costs on equipment, as funds are currently being accumulated by LJVFD. <br /> <br />. <br /> <br />After discussion, Council concurred that the Mayor and Councilmember Hansen <br />should begin negotiations for responsibility of the costs of the equivalent of <br />one fire station for a one year contract term, and that the level of service <br />from the LJVFD should be addressed in the long range fire plan. <br /> <br />Councilmember Sather left the meeting at 9:20 p.m. <br /> <br />REPORT OF PUBLIC WORKS SUPERVISOR <br /> <br />AWARD OF BID <br />JETTER TRUCK <br /> <br />Council was referred to Raddatz's memorandum (5-21-87) <br />re: purchase of Jetter Truck. Raddatz recommended <br />Council accept the bid from Flexible Tool Company in <br />the amount of $56,775.00. <br /> <br />The Jetter Truck was budgeted over a two year period ($33,000 in 1987 and <br />$30,000 in 1988). Raddatz stated that Flexible Tool Company's bid allowed <br />$8,000 trade-in for our old Jetter. <br /> <br />Peck asked if the $56,775.00 bid included the discount for trade-in of the old <br />Jetter truck. Raddatz advised 'it did include the discount. <br /> <br />. <br /> <br />Peck moved, seconded by Winiecki, that Council approve <br />the purchase of the Jetter Truck and award the bid to Flexible Tool Company, <br />cost less trade-in, in the amount of $56,775.00. Motion carried unanimously. <br />(4-0) <br />
