Minutes of Regular Council Meeting, February 23, 1987 Page 3 REPORT OF PARKS DIRECTOR . 1987 SPRING PKS. & REC PROGRAM Council was referred to the memorandum from Parks Director (2-17-87), which outlined his recommendation for the 1987 Spring Program. Buckley noted the two programs (Karate and Sports & Games) that were well received this winter will be continued through the Spring, and noted that the program schedule had been recommended for approval by the Parks & Recreation Committee. Council asked Buckley if he would keep a record of participants for the programs; noting the information would be helpful to determine if the programs are self-sustaining. Moved by Sather, seconded by Peck, that Council approve the 1987 Spring Parks and Recreation Program as proposed by the Parks Director. Motion carried unanimously. (4-0) SPORTS TURF MGMT SEMINAR Parks Director referred Council to his memorandum of 2-17-87, reo parks personnel attendance at the Sports Turf Management Seminar on 2-25-87, at the Sheraton noted there is no fee for the Seminar and reviewed the Midway in St. Paul. He topics and speakers. . Council asked if it would be worthwhile for the Parks Committee members to attend the seminar, since there is no fee. Buckley advised he would check on registration deadline and notify the committee members at the next regular parks meeting. Hansen moved, seconded by Sather, that Council approve the attendance of Mr. Winkel, Mr. Bell and Mr. Fuller at the Sports Turf Management Seminar on February 25, 1987. Motion carried unanimously. (4-0) Council was referred to memorandum from Parks Director (2-17-87) reo 1987 Diseased Tree and Stump Removal Contract recommendations. Buckley adVised the contract would be in the same form used in 1986; he suggested advertising for bids in the New Briahton Bulletin on March 4 and 11, as well as sending bid specifications to all 1986 bidders. He suggested bids be opened .on March 25th and bid award be placed on the March 30th Council agenda. 1987 SHADE TREE PROGRAM Moved by Hansen, seconded by Peck, that Council approve the 1987 Shade Tree Program Contract recommendations, including advertisement for bids, as outlined by the Parks Director in his memorandum of February 17, 1987. Motion carrried unanimously. (4-0) . 1986 TREE CITY AWARD; ARBOR DAY an Arbor Day program in ceremony. The Parks Director adVised Council that the National Arbor Day Foundation had named Arden Hills as a 1986 Tree City USA. He also stated that we will be planning 1987 and will receive our award in conjunction with the NO PARKING SIGNS; NEW BRIGHTON ROAD Council was referrred to Public Safety/Works Committee minutes (2-19-87); recommending that the County be requested to install "No Parking" Signs along New from the first house north of the rink to the Church Brighton Road, 300 ft. lot. Hansen reviewed the concerns presented by Mr. Gilbertson at the Committee meeting and noted that adequate parking for those using the hockey rink in that area is provided through a cooperative agreement with Trinity Lutheran Church. She suggested a sign could be placed on the street requesting parking in the Church lot. Buckley stated he would prefer not to place a sign on the street; he stated he would notify the broomball players prior to the season, and place a sign on the warming house advising them to park in the Church lot. .
