<br /> <br />. <br /> <br />. <br /> <br />Minutes of Regular Council Meeting, February 23, 1987 <br />Page 3 <br /> <br />REPORT OF PARKS DIRECTOR <br /> <br />. <br /> <br />1987 SPRING PKS. <br />& REC PROGRAM <br /> <br />Council was referred to the memorandum from Parks <br />Director (2-17-87), which outlined his recommendation <br />for the 1987 Spring Program. Buckley noted the two <br />programs (Karate and Sports & Games) that were well received this winter will <br />be continued through the Spring, and noted that the program schedule had been <br />recommended for approval by the Parks & Recreation Committee. <br /> <br />Council asked Buckley if he would keep a record of participants for the <br />programs; noting the information would be helpful to determine if the programs <br />are self-sustaining. <br /> <br />Moved by Sather, seconded by Peck, that Council approve <br />the 1987 Spring Parks and Recreation Program as proposed by the Parks Director. <br />Motion carried unanimously. (4-0) <br /> <br />SPORTS TURF <br />MGMT SEMINAR <br /> <br />Parks Director referred Council to his memorandum of <br />2-17-87, reo parks personnel attendance at the Sports <br />Turf Management Seminar on 2-25-87, at the Sheraton <br />noted there is no fee for the Seminar and reviewed the <br /> <br />Midway in St. Paul. He <br />topics and speakers. <br /> <br />. <br /> <br />Council asked if it would be worthwhile for the Parks Committee members to <br />attend the seminar, since there is no fee. <br /> <br />Buckley advised he would check on registration deadline and notify the <br />committee members at the next regular parks meeting. <br /> <br />Hansen moved, seconded by Sather, that Council approve <br />the attendance of Mr. Winkel, Mr. Bell and Mr. Fuller at the Sports Turf <br />Management Seminar on February 25, 1987. Motion carried unanimously. (4-0) <br /> <br />Council was referred to memorandum from Parks Director <br />(2-17-87) reo 1987 Diseased Tree and Stump Removal <br />Contract recommendations. Buckley adVised the contract <br />would be in the same form used in 1986; he suggested advertising for bids in <br />the New Briahton Bulletin on March 4 and 11, as well as sending bid <br />specifications to all 1986 bidders. He suggested bids be opened .on March 25th <br />and bid award be placed on the March 30th Council agenda. <br /> <br />1987 SHADE TREE <br />PROGRAM <br /> <br />Moved by Hansen, seconded by Peck, that Council approve <br />the 1987 Shade Tree Program Contract recommendations, including advertisement <br />for bids, as outlined by the Parks Director in his memorandum of February 17, <br />1987. Motion carrried unanimously. (4-0) <br /> <br />. <br /> <br />1986 TREE CITY <br />AWARD; ARBOR DAY <br /> <br />an Arbor Day program in <br />ceremony. <br /> <br />The Parks Director adVised Council that the National <br />Arbor Day Foundation had named Arden Hills as a 1986 <br />Tree City USA. He also stated that we will be planning <br />1987 and will receive our award in conjunction with the <br /> <br />NO PARKING SIGNS; <br />NEW BRIGHTON ROAD <br /> <br />Council was referrred to Public Safety/Works Committee <br />minutes (2-19-87); recommending that the County be <br />requested to install "No Parking" Signs along New <br />from the first house north of the rink to the Church <br /> <br />Brighton Road, 300 ft. <br />lot. <br /> <br />Hansen reviewed the concerns presented by Mr. Gilbertson at the Committee <br />meeting and noted that adequate parking for those using the hockey rink in that <br />area is provided through a cooperative agreement with Trinity Lutheran Church. <br />She suggested a sign could be placed on the street requesting parking in the <br />Church lot. <br /> <br />Buckley stated he would prefer not to place a sign on the street; he stated he <br />would notify the broomball players prior to the season, and place a sign on the <br />warming house advising them to park in the Church lot. <br /> <br />. <br />
