5. The City reserves the right to determine whether the scope of the project will be entirely <br />as described in the RFP, a portion of the scope, or a revised scope be implemented. <br />6. Submission of a proposal indicates acceptance by the firm of the conditions contained in <br />this RFP, unless clearly and specifically noted in the proposal submitted. <br />K. DISCLOSURE <br />All information in a Respondent's proposal, except for fee analysis, is subject to disclosure under <br />the provisions of Minnesota Statute Chapter 13 - Minnesota Government Data Practices Act. <br />SECTION IL• PROJECT DESCRIPTION <br />A. CURRENT PLANNING AND LAND USE REGULATIONS <br />The City's current zoning and subdivision ordinances were adopted in their entirety in 1993. <br />Since then a number of amendments have been adopted, and in some instances, such <br />amendments have created inconsistencies or a cumbersome format of where information is found <br />within the code. Specificity in the City's development review processes triggers the majority of <br />land use applications for redevelopment or new development to go before the Planning <br />Commission and City Council for approval. Several ordinances such as lot dimensional criteria, <br />setbacks and design standards (e.g., building height), EV charging stations, parking regulations, <br />and permitted uses have been identified as areas of interest by the City Council to research and <br />review as part of this update. In addition, the current zoning code lacks modern user-friendly <br />elements such as illustrative graphics. <br />B. GENERAL EXPECTATIONS OF SERVICES <br />The City of Arden Hills is seeking proposals to prepare new planning and land use regulations. <br />At a minimum, these regulations should: <br />• Remove inconsistencies or conflicting code language within existing ordinances. <br />• Reorganization of current zoning codes to be more user-friendly between design <br />standards and provisions that may be applicable to multiple ordinances. <br />• Encourage creative and efficient new development or redevelopment that blends with <br />existing land uses and encourages building and design standards geared towards <br />resiliency and sustainable best practices. <br />• Incorporate forward -looking development standards including parking and complete <br />street standards that can evolve with land use patterns and changing markets. <br />• Create highly illustrative zoning regulations as supporting content to be more user- <br />friendly. <br />• Develop flexibility within standards to allow for a level of administrative review that <br />triggers City Council review for projects not meeting the standards or seeking additional <br />flexibilities. <br />• Review of existing land use table and zoning districts to provide recommendations on <br />potential land uses and/or development standards that are not addressed within the current <br />ordinances and/or creates flexibility within standards that can be adaptable to market <br />
