SCOPE OF SERVICES <br />The firm selected through this RFP will enter into a contractual agreement with the City to <br />provide professional services related to the project. Based upon the requirements of the City, the <br />consultant shall provide engineering, planning and all other professional services necessary to <br />complete the project as described. The City will provide staffing and data as indicated herein. <br />The project will include the following components: <br />This contract will result in a new code, meant to supersede (either entirely or in part) Chapter 11 <br />of the City Code: Subdivisions and Chapter 13 of the City Code: Zoning Code. This includes <br />subdivision and land development regulations. Generally, the scope of work should include the <br />items listed below. However, City staff will work with the selected consultant to establish <br />specific timelines, budget and deliverables for the project. <br />• Plan Review. The consultant will review and identify plan goals, objectives and <br />recommendations to ensure the code updates will be consistent with the City's 2040 <br />Comprehensive Plan and other planning documents. <br />• Current Zoning Ordinance Diagnosis. The consultant will work closely with City staff to <br />produce a diagnosis of the existing code. <br />• Work Sessions. The consultant will attend multiple meetings (i.e. onset, midpoint, and <br />final) with the City Council and/or Planning Commission to review the recommendations <br />at a schedule to be determined as the project progresses. <br />• Public Outreach. The consultant will develop a public outreach strategy that will <br />demonstrate that community stakeholders and the general public are being engaged in the <br />processes and provides opportunities for public feedback that is shared with City staff to <br />inform the Planning Commission and City Council. <br />• Drafting the Document. The consultant will prepare drafts of the planning and land use <br />regulations, including graphics, culminating in a final version to be presented to and <br />acted upon by the Planning Commission and the City Council. <br />o The consultant shall prepare ordinance revisions in phases as outlined in the <br />Tentative Project Timeline. Phase I would include minor updates to city code that <br />would correct inconsistencies and/or reorganization of ordinances to be more <br />intuitive and user-friendly. Phase II would include major updates to consider <br />amendments to current ordinances and/or new development standards to meet <br />current market trends for residential and commercial development. <br />• Integration of the New Code into User -Friendly Formats. The consultant will work with <br />City staff to make the new interactive code accessible to the public. <br />• Staff Training. The consultant shall provide resources to assist City staff with the <br />implementation of the new code through a "start-up" period not to exceed one year. <br />D.
