J;\NU,/\RY 15, 1990 <br /> ?,~GE FIVE <br /> New that the meening of a street rating is defined, it is important to <br /> understand that these categories are not rigid boundaries. Rather, the <br /> categories are a tool to help organize the planning process of future street <br /> problems. <br /> To set up future street programs, it is important to know what types of <br /> work are best accomplished by the City itself. The Study originally <br /> recommended that the City institute a crack filling program. The number and <br /> type of cracks was included in the original field rating for each street <br /> within the City. However, the 1988 street program contracted out crack <br /> filling work .as part of the project. We are of the opinion that contracting <br /> . cu: c;=c~ filling is a ~oor way to acccmolish ~he worK. Contracts for <br /> street work are usual ly perfor~ed in the Summer, but crack sealing is best <br /> performed in the Spring or Fall, when cracks are open at their widest. <br /> Crack filling is labor intensive work that is very difficult to measure for <br /> bidding purposes. The cost of having an outside contractor perform crack <br /> filling is very expensive since the work is typically small areas or. a <br /> ~ <br /> number of streets allover the City. By hiring an outside contractor, the <br /> - <br /> City is paying a premium price for crack filling work. We recommend that <br /> the City begln their own crack fil ling program utilizing their main[~r.ance <br /> forces. <br /> As previously mentioned, maintenance work, such as crack filling, is <br /> typically needed on a number of streets throughout the City. This is also <br /> . true of streets needing seal coating. Although the City is not tremendously <br /> large, the fact that it is separated by Interstate 694, U.S. Highway 10 and <br />
