<br /> Minutes of the Arden Hills Regular Council Meeting, 4-9-90 <br /> , Page 3 <br /> BIDS (Cont'd) Malone moved, se=rxied by Mahowald, to award the bid for <br /> . removal of the six (6) underground storage tanks to the <br /> lowest responsible bidder, HRS Construction, Inc., of LDretto, MN, based on their <br /> bid of $15,800.00 and pending satisfactory reference checks. Motion carried <br /> unanimously. (3-0) <br /> QUOTE; ASBES'IDS Council was referred to a memorandum from the Clerk <br /> ABATEMENT, KEM Administrator dated 4-6-90 and a letter from Delta <br /> MILLING SITE Environmental Consultants dated 4-5-90 , relative to the <br /> quotes received for asbestos abatement at the Rem Milling <br /> site. <br /> - <br /> The Clerk Administrator explained Delta Environmental is recommending acceptance <br /> of the quote received from Gynyx, Inc., in the amount of $12,880.00. He referred <br /> to Delta's letter which identifies the fact that one of the low bidders had been <br /> cited by MPCA, one did not return the citation form and it is not ]mown if the <br /> company has been cited for any reason and the third low quote is approx:iJnately <br /> 50% percent less than the average quote for the project. Berger explained he was <br /> informed by Kristi Jensen of Delta that given the complexity of the project, the <br /> quote receive:l by Environet, Inc. may not be sufficient to ensure quality <br /> completion of the project in a timely fashion. <br /> Couneilmember Malone asked a representative from Delta to outline the concerrlS <br /> regarding the Environet Inc. quote. <br /> Darryl Ohman and Kristi Jensen were present and explained that based on past <br /> . experience and discussions with other contractors it appears the average length <br /> of time to complete this project would be ten days. Jensen stated Environet <br /> est:iJnated the time of completion between three and four days; it appears they may <br /> not be taking all factors of the project into consideration. <br /> Attorney Filla questioned if the specifications on which the quotes were based <br /> were specific in identifying the need for electricity, lack of accessibility of <br /> potable water and the need for security. <br /> Jensen stated the need for electricity was specified several times in the <br /> specifications and was listed in bold print. <br /> Couneilmember Mahowald questioned what recourse the City will have in the event <br /> the job is unsatisfactory. <br /> Attorney Filla advised the City may request a performance borxi in the amount of <br /> the quote which will be utilized in the event the job is unsatisfactory. <br /> There was discussion relative to phasing of the demolition project. <br /> Malone moved, se=rxied by Mahowald, to award the bid for <br /> asbestos abatement to Environet, Inc., in the amount of $6,584. 00, contingent <br /> upon suhnission of a performance bond in the a:rrount of the bid being provided to <br /> the City on or before April 13, 1990, and that the Clerk Administrator is hereby <br /> authorized to award the bid to the next qualified bidder, Gynyx, Inc., in the <br /> . event Environet is unable to provide the performance bond. Motion carried <br /> unanimously. (3-0) <br /> AWARD BID; cmmcil was referred to a memorandum from Park Director <br /> DISEASED TREE Buckley dated 4-5-90, relative to the bid received for <br /> REMNAL the 1990 diseased tree removal contract. <br /> ----------- ---- <br />
