Minnesota <br /> Delta No. 10-89-385 <br /> Dear Mr. Berger: <br /> Delta Environmental Consnltants. Inc. (Delta) is actively managing the demolition activities <br /> involving asbestos, underground storage tanks CUSTs), and water wells. Abatement of asbestos- <br /> ~ containing materials was initiated on April 16. 1990 and essentially completed on April 25. Some <br /> preparatory demolition and UST removal activities were begun on April 25. The water well <br /> abandonment procednres are expected to begin on April 26. Dnring the conrse of these <br /> preparatory demolition activities. abandoned drums have been noted on the site. Most of the <br /> drums are empty, but some contain unknown solids or liqnids. <br /> As reported in the Environmental Assessment - Phase I report dated May 3, 1989, many of these <br /> steel and plastic drums were also noted during our site reconnaissance. The majority of these <br /> drums were assumed to contain wastewater treatment chemicals or boiler and steam-line chemicals. <br /> As the previous site owner was still in the process of closing down the facility operations and <br /> salvaging equipment and materials. it would not have been effective to inventory all drums or <br /> identify their contents at the time of the Phase I Environmental Assessment. For the same <br /> reasons, Delta did not prepare or conduct a drum inventory survey in the Phase II Environmental <br /> Assessment. Also, a drum survey was not proposed by Delta in onr site demolition work plan <br /> dated November 9, 1989 for the following reasons: <br /> 1. At the time of onr proposal, the previous site owner had uncontrolled access to the site <br /> and could remove or deposit materials at will. <br /> 2. It was assumed by Delta that chemicals. including the wastewater treatment and boiler/ <br /> steam-line treatment chemicals, would be salvaged by the owner and not abandoned. <br /> 3. The lack of site secnrity wonld not prevent unwanted dumping or vandalism. <br /> As Delta is contracted by the Village of Arden Hills to provide project management and guidance <br /> ~ to the contractors involved in asbcstos abatement, UST removals. and water well abandonment, <br /> it is our obligation to minimize the potential liabilities associated with this entire project. <br /> Practical Solutions to Environmental Concerns <br />
