He expressed the opinion the curTent owners of the <br /> warehouse businesses may l::e interested in other development if the opportunity <br /> arises . <br /> Prol:::6t stated the "power center" concept will work if all land within the area <br /> between Dtmlap and Lexington Avenue were included in such a plan. He advised he <br /> is not aware of any rrarket study in this area which identifies what is needed in <br /> this area; it appears a st;eady growth in retail will continue with the Target <br /> store development on the west side of Lexington. <br /> Council and Commission discussed the need for :inlposing a moratorium and <br /> completion of a more detailed study of proposed development of this area. <br /> Mayor Sather stated a definitive date for completion of the report and moratorium <br /> is needed; preferred not to enaID1l:er property owners in this area. He questioned <br /> if any proposals for development have been submitted. <br /> Prol:::6t advised no property owners have expressed expediency in submitting <br /> development proposals; some property owners have been in contact with the Planner <br /> to keep informed as to the progress of the Lexington Avenue study. <br /> Planner Bergly advised the Planning Commission will be discussing the Lexington <br /> Avenue proposal at their regular meeting on 5-2-90. He indicated Commission could <br /> finalize the study report and forward a development recorrrrnendation to Council ~ <br /> within two months. <br /> Councilmember Mahowald questioned if use of Tax Increment Financing is =itical <br /> to encourage development in this area; suggested staff obtain analysis of neN TIF <br /> legiSlation. <br /> 'There was discussion regarding the proposed access road between the Lexington <br /> Avenue businesses and the Dtmlap street businesses. 'The Planner noted the access <br /> roadway is proposed to l::e utilized as service road between properties rather than <br /> access road between Grey Fox and Red Fox Roads. <br /> After further discussion, Council con=ed: <br /> 1. 'That a meeting with Financial Consultant Jim Casserly and the Planning <br /> Commission be scheduled to discuss TIF issues. <br /> 2. 'That staff be direct to make forml contact with property owners in the study <br /> area to determine if there is an urgency for development on their properties. <br /> 3. 'That staff contact Casserly and the Leaque of cities to obtain informtion <br /> relative to recently passed Legislation on Tax In=ement Financing. <br /> Council con=ed with the development plan and mix of uses as proposed in the <br /> Planner's concept plan. Planning (bair Prol:Et indicated the Cormnissions' desire <br /> to continue the "tone" of recent higher quality development/redevelopment in this <br /> area; agreed thatcurTent uses blend together and the main issue is the scope of <br /> the project to l::e undertaken. <br /> ~ <br /> ------- <br />
