A <br /> MINUI'ES OF THE ARDEN HILlS REX;UIAR OJUNCIL MEEI'ING <br /> IDNDAY, APRIL 30, 1990, 6:30 P.M. - CITY HALL <br /> ~ CALL 'ID ORDER Pursuant to due call and notice thereof, Mayor Sather <br /> called the meeting to order at 6:30 p.m. <br /> ROLL CALL The roll being called the following members were present: <br /> Mayor Thomas Sather, Councillllembers Nancy Hansen, Paul <br /> Malone, JoAnn Growe and 'Ihamas Mahowald. Also present: Planning Conunission Chair <br /> Dennis Probst, Conunission Members Raymond Mo::;raw and Peter Martin, Planner John <br /> Bergly, Engineer Terry Maurer, AttoTIley Jerry Filla, Park Director John Buckley, <br /> Public Works SUpervisor Daniel Winkel, Clerk Administrator Gary Berger and Deputy <br /> Clerk Catherine Iago. <br /> - <br /> JOINT MEEI'ING; Council convened at 6:30 p.m. for the purpose of a joint <br /> LEXINGION AVENUE meeting with Planning Conunission to discuss the Lexington <br /> DEVEIDfMENT SIUDY Avenue Development study. <br /> Planner Bergly reviewed his study report and explained the following diagrams of <br /> the Lexington Avenue study Area: <br /> 1. Zoning - The =ent zoning map does not show the Blue Fox Inn property in a <br /> B-2 District. staff was asked to check the zoning of this parcel. <br /> 2. Land Value - Total property including building and site; highest valuations <br /> are the sites containing the restaurants. <br /> 3. A=ess. <br /> 4. Electric/Rail Service. <br /> 5. visual and :FUnctional problems in the area; landscaping, access, railroad, <br /> ~ overhead utilities. <br /> 6. Potential development sites. <br /> 7. Land Use. <br /> 8. Circulation Plan - potential bus service, possible pe:iestrian trails tllr<Dugh <br /> area. <br /> 9. Concept Plan - prO]:osed circulation through the retail area utilizing rear <br /> access easement behind buildings fronting on Lexington Avenue. <br /> The Planner advised the Planning Commission discussed a =ratorium and =eation <br /> of a TIF district to direct development of this area. <br /> Councilmember Malone discussed the effect of recent legislative action regarding <br /> TIF districts. <br /> Planning conunission Chair Probst advised the Group Health proposal initiated the <br /> recarmnendation for =eation of a TIF district; the opportunity for capturing <br /> in=ements on the Group Health site may already be lost, however, there may be <br /> opportunity to help other businesses in the area upgrade facilities. <br /> Probst stated the Commission generally has great enthusiasm for the concept plan <br /> drafted by the Planner. The Cormnission expressed concern as to how to pr=eed to <br /> get the plan into action. He noted the =ratorium discussion was initiated due to <br /> recent inquiries from developers relative to less desirable uses in this area. <br /> Cormnission recommended a moratorium l::e inposed until a more detailed study for <br /> this area is completed. <br /> ~ COl.ll1cilmember Malone stated there is a need to identify an "ideal" plan for the <br /> area; expressed uncertainty that retail is the best use along Lexington Avenue. <br /> He discussed the possibility of a "power" center mall. <br />
