<br />May 2, 1990 Planning commission Minutes, Page 5 <br /> <br /> <br />6. That a registered land survey be filed prior to construction <br />. of a new home on Tract B. Motion carried unanimously. <br />(8-0) . <br /> <br />LEXINGTON AVE. Chair Probst reviewed discussions between the <br />DISCUSSION Commission and City Council at their April 30 <br />joint meeting relative to the future development <br />of Lexington Avenue. He noted that the Council discussed <br />expanding the proposed retail area and stated the Planning <br />commission will form a subcommittee to study this and come back <br />with their recommendations in July. The subcommittee is to meet <br />between now and June for discussion at the June Planning <br />Commission meeting. <br /> <br />Planner Bergly reviewed his recommendations, noting the <br />possibility of widening the alley for the businesses that front <br />on Lexington. He also noted that the st. Paul Companies owns <br />much of the undeveloped land and the possibility that a <br />retail/service area strip could go in on Lexington, with this <br />area having its own special requirements. <br /> <br />Peterson asked who the Commission is studying this for. He felt <br />perhaps we have enough development for the residents who live <br />here and do we want to attract more people to the City? <br /> <br />Martin felt the size of the sites will dictate the size of the <br />. operations, such as many small, fast-food types. He suggested <br />that the City would be better off with one larger development on <br />Lexington, rather than many small developments. <br /> <br />Chair Probst suggested four issues be discussed this evening: <br /> <br />1. The size of the retail sites. <br />2. Permitted uses, define kinds of uses to go in the area. <br />3. Incentives (i.e., TIF, etc.). <br />4. Moratorium issue - can the city work fast enough? <br /> <br />Probst asked for additional questions or comments or volunteers <br />to serve on the subcommittee. There were no comments or <br />volunteers. <br /> <br />Winiecki stated the property is going to develop anyway. She <br />likes the idea of having some control over how it develops. <br /> <br />Probst noted the basic uses are changing and shrinking to <br />accommodate the size of the development. He asked if the retail <br />area should be larger or smaller. <br /> <br />McGraw said the City should plan ahead, and not try to change <br />development after the fact. He was in favor of a larger retail <br />area. Ashbach agreed with a larger retail area also. <br /> <br />. <br />
