She also felt that there is not a <br />good market for offices either. . <br />Carlson suggested organizing a plan of attack. After the Target <br />store comes in, he felt it will be a mess. <br />Winiecki said retail will come in right along with Target and she <br />would like control over what happens on Lexington. <br />Peterson preferred the plan presented last week, with lower <br />intensity, but stil~ some control over development. <br />Martin felt a larger retail plan would benefit the City, that a <br />larger scale would be more favorable as opposed to smaller <br />developments. <br />Chair Probst asked what uses should be considered and what <br />incentives the Commission should support in developing Lexington <br />Avenue. <br />Martin felt TIF could be utilized if a larger project goes in. <br />He did not favor new uses, as there were already multiple uses on <br />the site, the problem is to find the right mix of uses. <br />Peterson favored office buildings and noted he had never figured <br />out how a TIF works. He hated to see the County and School <br />District lose revenue. . <br />Winiecki felt that TIF was the only vehicle the city could offer. <br />She was not sure of the uses. <br />Carlson was not sure of the uses and suggested checking with the <br />st. Paul Companies to see what they had to offer. As for TIF, he <br />felt it had not done much yet for the city. <br />Zehm suggested offering TIF to put in public improvements. <br />Ashbach suggested getting the word out that we are interested in <br />development and that it should be something nice. Regulations <br />should be set beyond the I-2 zoning. <br />McGraw felt a six month moratorium on development should be <br />implemented along with issuance of TIF funds. He also <br />volunteered to meet to study this issue. Chair Probst said he <br />would set a meeting date and poll the Commission members to see <br />who could attend. <br />ARSENAL Ray McGraw addressed the Commission, expressing his <br />CONCERNS thoughts and concerns relative to the Reserve Army <br /> Training Center and other matters involving TCAAP. <br />Carlson read a letter he had received from Representative Bruce . <br /> ------ <br />
