BOARD (Cont'd) Colll1Cilmember Malone noted the Board of Appeals meets at <br /> the site of the application; suggested a subccnmnittee of <br /> the Plarming Commission be designated, continue to meet in the field and report <br /> back to Commission at the regular meeting. <br /> In discussion, Council con=ed that all Plarming Commission members should view <br /> development sites prior to consideration of planning applications. <br /> The Clerk Administrator and Deputy Clerk agreed it would be more efficient to <br /> have the all members of the Planning Connnission serve as the Board of Appeals. <br /> Berger and Iago also reconnnended the number of Planning Commission member be <br /> reduced to seven (7); it appears members have a tendency to be absent fram <br /> meetings with a larger number group. Iago reconnnended a policy manual be adopted <br /> by Planning Commission which specifies such items as: all members should view <br /> development sites prior to the meeting, only a certain number of excused absences <br /> during the year will be allowed, rules of order, etc. <br /> Council questioned if the Board of Appeals was aware of the consideration to <br /> merge the two bcdies. <br /> Councilmerober GrONe and Deputy Clerk Iago stated they have discussed the matter <br /> with Board of Appeals members and Planning Connnission members. <br /> Council con=ed with staff reconnnendations and directed the Attorney to prepare <br />. the necessary Ordinance amendment, for consideration at the September 10 Regular <br /> Council Meeting, to combine the duties of the Board of Appeals and Planning <br /> Commission, effective January 1, 1991. It was further agreed that a Policy Manual <br /> will be drafted and adopted in January 1991, and recommendation will be made to <br /> reduce the number of Planning members to seven (7), with no alternates. <br /> Councilmerober GrONe advised she will review attendance records of Plarming <br /> members and any letters of interest to serve on the Commission prior to <br /> suJ:xnitting her recommendation for appointments. <br /> Staff was directed to foIWard information to the Board of Appeals and Planning <br /> Commission regarding the proposed change. <br /> ABBESSMEN!' Council and staff reviewed the recommendations fram the <br /> POLICY Finance Committee relative to the proposed assessment <br /> policy prepared by the City Engineer. <br /> Councilmerobers and Engineer Maurer discussed several items in the Finance <br /> Committee recommendations and concurred on the follONing revisions to the <br /> assessment policy: <br /> 1. What Portion of the Cost of Bituminous overlay Should Be Assess-=d: Council <br /> con=ed the Engineer and Public Works SUpervisor will attempt to mirllinize <br /> maintenance overlays and will be responsible for evaluating the need for a <br /> routine maintenance overlay project versus delaying the project and <br /> prograrmning the roadway for reconstruction. <br />. <br />
