Assessments Initiated by the Petition of the Affected <br /> Property OWners: Council concurre:1 that the assessment <br /> rates in general will be double:1 for standard <br /> irrprovernents unless Council determines unusual/special <br /> circumstances exist. <br /> 3. Assessments of Multi-Family Housing: Council concurred that property zoned <br /> R-4, Multiple !Melling District, will be assessed commercial/industrial <br /> property rate. <br /> 4. Treabnent of Tax Exempt Property: Council concurre:1 that 100% of the cost of <br /> a street improvement be assesse:1 to tax exerrpt property on a front footage <br /> basis. <br /> 5. Collector streets: Council concurre:1 with the Finance Committee <br /> recommendation to eliminate this separate classification. <br /> 6. Council concurre:1 that all streets in the city will be assesse:1 under the <br /> adopted policy, regardless of jurisdiction. <br /> 7. Council agreed that installation or irrprovement of sanitary/storm sewer and <br /> water utilities, in connection with new street construction or street <br /> reconstruction, will be assessed 100% and payable over twenty years. <br />. 8. Council agreed with the proposed method of calculating corner lot <br /> assessments . <br /> Council qt'.'stioned how to determine a sufficient dollar amount to be, budgeted f= <br /> the ptn:p:)S6 of financing the City's portion of the cost of such irrprovement <br /> projects. <br /> Engineer Maurer stated he will calculate the costs in general for city wide <br /> construction, reconstruction, overlay, and sealcoating, and review the MSA <br /> streets, to determine an appropriate assessment rate percentage. He suggested <br /> when the calculations are completed and Council should review the infonnation and <br /> adopt the appropriate percentage rate as part of the assessment policy. <br /> Maurer stated he will prepare the infonnation and revise the assessment policy <br /> for return to Council in September. <br /> ADJOURN Malone IroVe:1, seconded by Mahowald, that the meeting be <br /> adjourned at 6:45 p.m. Motion carried unaniloously.
