<br /> Minutes of the Arden Hills Regular Planning Cormnission Meeting, 11-7-90 <br /> Page 5 <br /> Member Zehrn questioned if the applicant owns both parcels of land and the ravine <br />. which separates the two parcels. <br /> Hagen advised he owns the two parcels of land and proposes to designate the <br /> easterly parcel as open space, in the PUD proposal, so that it remains in its <br /> natural state to preserve the separation between this site and the residential <br /> area. <br /> The Planner explained the ravine is a drainage right-of-way and is owned by <br /> Ramsey County. <br /> Cormnission discussed the type of car wash proposed and Member winiecki suggested <br /> an area for "stacking" of vehicles be provided as the cars exit the wash; <br /> explained that persons using the car wash will have a tendency to stop and wipe <br /> off their vehicles after the washing pr=ess. <br /> Cormnission discussed the designation of Cleveland Avenue as a "=llector" street <br /> and the footage designated as right-of-way. Member Petersen suggested =ntacting <br /> Ramsey County and Mn/Dot to detennine any future plans for roadway =nstruction <br /> or possible release of a portion of the right-of-way to the property owner. <br /> Planner Bergly checked the status of Cleveland and noted the street is identified <br /> as a "minor" street in the Carrprehensive Plan, not a =llector street. <br /> Chair Probst spoke in opposition to the project; stated the use is inappropriate <br /> due to the drainage right-of-way in the area and expressed =ncern regarding <br />. increased traffic. He expressed the opinion that the site will not support this <br /> level of development. Probst commented that the architectural design suhnitted is <br /> of high quality and that is is unfortunate the applicant is unable to =nstruct <br /> the corporate headquarters originally proposed. <br /> Member piotrowski spoke in opposition to the proposed development; expressed <br /> =ncern regarding lights and traffic. She preferred the office =ncept use of the <br /> site 'Which is conducive with the =ent zoning of the property. <br /> Hagen stated that some service uses are less desirable, but necessary; stated he <br /> has atterrpted to address the =ncerns relative to buffering the use from <br /> surrounding residential areas, maintaining the natural vegetation surrounding the <br /> site, and proposing a high quality architectural design. <br /> Chair Probst suggested the applicant contact the DNR to detennine if there are <br /> regulations relating to placement of fuel tanks near wetlands. <br /> Hagen thanked the Cammission for their t:i1ne and suggestions. <br /> MEr CDUNCIL; Planner Bergly referred Cormnission to a letter received <br /> LEXINGI'ON AVE. from the Metropolitan Council dated 11-6-90, relative to <br /> SIUDY the Lexington Avenue Business Area. <br /> Bergly advised the Met Council detennined that the proposed plan amendment for <br /> I.exin:Jton Avenue Business Area has no potential :i1rpact upon any of the <br />. metropolitan system or system plans and the city may place the amendment into <br /> effect innnediately. The Met Council explained there is a 60 day period, from <br /> receipt of a proposed amendment, for their staff to forward additional =mments <br /> to the city. <br /> --------- <br />
