<br /> " <br />Minutes of the Arden Hills Regular Cotmcil Meeting, October 29, 1990 <br />Page 2 <br />CDNSENI' Councilrnember Malone questioned if the resident listed . <br /><::ALENDAR under Item 6(c) on the Consent Calendar has suhnitted any <br /> payment to the City for del:iJxIuent utilities. <br />TIle Clerk Administrator explained he contacted the resident regarding this matter <br />and was assured payment would be suhnitted, however, no payment has been received <br />to date. <br />Councilrnember Hansen stated the applicant requesting permission for door-to-door <br />canvassing is not a nonprofit organization and asked if the city has the <br />authority to prohibit such activities. <br />Clerk Administrator Berger stated he discussed this matter with the city Attorney <br />and was advised the City cannot restrict such activities since the organization <br />is not selling a product, merely requesting citizen participation by donation. <br /> Malone moved, seconded by Hansen, to adopt the Consent <br />Calendar as suhnitted and authorize execution of all necessary documents <br />contained therein: <br />a. Approve Request for Door to Door Canvassing. <br />b. Approve Class B (PUll-tab) License for Arden HillsjShoreview Lions club at <br /> Big Ten SUpper Club, Resolution No. 90-37A. <br />c. Aclmowledge and Approve Letter to Gerald McCuire regarding Water Shut-off. <br />d. Approve Maintenance Agreement for Group Health Pond. <br />e. Acknowledge Traffic Problem at HamlinejSnelling and County Road F. <br />f. Approve List of DeI:iJxIuent utility and Diseased Tree Removal Bills; . <br /> Resolution Nos. 90-38 and 90-39. <br />g. Approve Resolution No. 90-40; Honoring Robert O. Asbbach. <br />h. Approve List of Claims and Payroll. <br />Motion =ied unanimously. (4-0) <br />PUBLIC cn1MENI'S <br />DRAINAGE PROBLEMS; Leonard Grudnoske, 4445 Highway 10, appeared before <br />4445 HIGHWAY 10 Council to discuss the problems he is cu=ently <br />L. GRUDNOSKE experiencing due to the new home construction adjacent <br /> to his property. <br />Grudnoske stated that debris has been placed in his yard by the adjacent property <br />owner during the construction process. He also expressed. concern that the grade <br />of the adjacent lot will create drainage problems on his property and requested <br />the adjacent property owner be required to grade at a maximum slope of 3:1. <br />Deputy Clerk Iago advised Council that the Building Inspector is aware of the <br />problems at this location and has been in contact with the property owner, on <br />more than one occasion, to advise of co=ective action to properly grade the <br />site. She also noted this matter was reviewed with the fenner engineering <br />consultant and fonner hlllding inspector. <br /> . <br />
