He expressed concern <br /> that the memorandum recamnending the p:>licy was forwarded to Council fram staff <br /> rather than Department Heads. He further expressed concern that this matter <br /> requires m:magerial intervention; noted the memorandum does not mention all <br /> employees have been advised of the proposed p:>licy. Malone suggested the matter <br /> be tabled until such t:i1ne as all employees have been advised of the policy arrl <br /> offered an opp:>rtunity to express concerns, <br /> Malone noted the p:>licy should not include the reference to "chewing toba=", <br /> since the action does not create smoke. <br /> Malone mved, seconded by Hicks, to table action on the <br /> p:>licy until such t:i1ne as management has had an opportunity to meet with all <br /> staff members to detennine if there are any problems with the proposed policy, <br /> Mahcwald mved, seconded by Malone to amend the motion to require <br /> that m:magement provide a specific recarrnnendation to Council at their first <br /> Regular Meeting in February. Amended mtion carried unaninously, (4-0) <br /> Originalmtion as amended carried unanimously. (4-0) . <br /> Councilmember Mahcwald stated he is opposed to deferring action on this matter <br /> arrl indicated he would have brought the item to Council for action if the staff <br /> had not initiated the p:>licy. He favored staff taking the initiative to present <br /> the proposal. <br /> Councilmember Hicks agreed with the p:>ints noted by Malone arrl suggested the <br /> Department Heads offer all employees the opportunity to review the p:>licy prior <br /> to adoption by Council. He indicated Council should be sensitive to the needs of <br /> the smoking employees arrl hear concerns. <br /> The Clerk Administrator advised the recarrnnendation fram the employees was based <br /> on a proposed change in health care insurance coverage, which provided a discount <br /> in costs if the City Hall is designated as a "smoke-free" environment, He stated <br /> he has not discussed the matter with individuals who =ently smoke. Berger <br /> suggested tabling action on this matter would provide him an opp:>rtunity to <br /> discuss the matter with all employees arrl make a recommendation to Council <br /> regarding the p:>licy. <br /> Councilmember Malone indicated that such p:>licy changes should be discussed with <br /> all employees prior to suJ:xnission for Council action. <br /> The Clerk Administrator advised the memorandum was reviewed by him prior to <br /> suhnission for Council action. He stated the staff put a subtantial amount of <br /> research into the matter. <br /> . <br />
