<br />I <br />I. FINANCING <br /> The City has a number of major options to consider in funding of the <br />I proposed improvements and possible assessment methods to recover project <br />I costs. Assessments to properties who contribute storm water runoff to the <br /> pond would be the first major option for funding the improvements. The <br />I proposed 24" storm sewer pipe and baffled wiers would be included in the <br /> Assessment Manual's definition for lateral facilities, which are pipes <br />I ranging in size from 12" to 27" pipes and improvements serving small ponding <br />I areas. Two methods for assessing storm sewer lateral improvements are <br /> included in the Manual. The first method is based on determining the number <br />I of lots contributing runoff to the storm sewer and dividing the cost equally <br /> among the lots. The second method is determining the total assessable <br />I front footage of all lots contributing runoff and dividing the project by <br />. the total assessable front footage. The assessment per lot is then based on <br /> the assessable front footage for each lot multiplied by the assessment per <br />I front foot. This second method is typically used in new developments. <br />I The Assessment Manual also discusses the option of establishing a storm <br /> sewer tax improvement district as detailed by Minnesota State Statutes <br />I 444.16 through 444.21. This law allows a City to order a public hearing to <br />I establish a storm sewer tax district for a specific drainage area. The <br /> district can be established by a two-thirds vote of the entire City Council, <br />I which would be four out of five affirmative votes from the Arden Hills City <br /> Council . The improvement would then be ordered and constructed, with the <br />I cost funded either by issuance of bonds or, in some cases, City funds.
