I
I. FINANCING
The City has a number of major options to consider in funding of the
I proposed improvements and possible assessment methods to recover project
I costs. Assessments to properties who contribute storm water runoff to the
pond would be the first major option for funding the improvements. The
I proposed 24" storm sewer pipe and baffled wiers would be included in the
Assessment Manual's definition for lateral facilities, which are pipes
I ranging in size from 12" to 27" pipes and improvements serving small ponding
I areas. Two methods for assessing storm sewer lateral improvements are
included in the Manual. The first method is based on determining the number
I of lots contributing runoff to the storm sewer and dividing the cost equally
among the lots. The second method is determining the total assessable
I front footage of all lots contributing runoff and dividing the project by
. the total assessable front footage. The assessment per lot is then based on
the assessable front footage for each lot multiplied by the assessment per
I front foot. This second method is typically used in new developments.
I The Assessment Manual also discusses the option of establishing a storm
sewer tax improvement district as detailed by Minnesota State Statutes
I 444.16 through 444.21. This law allows a City to order a public hearing to
I establish a storm sewer tax district for a specific drainage area. The
district can be established by a two-thirds vote of the entire City Council,
I which would be four out of five affirmative votes from the Arden Hills City
Council . The improvement would then be ordered and constructed, with the
I cost funded either by issuance of bonds or, in some cases, City funds. A
I tax is then levied against all taxable property within the specific area, or
I'
5
I
