The <br />I City's contention that the developer should fund the improvements would be based <br /> on the fact that an outlet for the Keithson Pond is necessary and was not <br />I constructed a part of the development. The City Attorney has had discussions <br />I with Mr. Eibensteiner regarding this option and can provide further information <br /> to the City Council. <br />I <br /> The third major option available to the City would be use of general funds from <br />. various City accounts to fund the improvements. <br />I Given the time that this project has been considered and the number of <br />I parties involves, it is difficult to determine the method of financing for <br /> this improvement. It is our understanding that since an outlet was not <br />I included in the development, the improvements are a new and additional <br /> project which could be assessed to properties contributing runoff.
