-'-
..
Minutes of the Arden Hills Regular council Meeting, 1-13-92
Page 4
KEITHSON (Cont'd) 'Ihe Engineer outlined actions for Council .
=nsideration:
1. Authorize preparation of the Feasibility study.
2. Authorize advertisement for bids.
3. Authorize the Engineer to =mplete staking of the pond.
Councilmernber Malone questioned if the area benefitted from this irrprovement
includes any properties surrourrling the Keithson development.
Graham stated the three areas outlined in the report that appear to derive
benefit from the irrprovement and may be assessed are the Keithson Addition, the
Reiling property located to the southwest of this addition and the property
southeast of Keithson Drive.
'Ihere was discussion relating to the future development of the Reiling property
and drainage issues.
Graham advised the outlet proposed for installation on the Reiling property at
this time is sufficient to handle the runoff for the property in its undeveloped
=nclition. He explained that when the property develops, further grading would be
necessary to in=ease the size of the pond and a pipe would be installed to
direct runoff toward Snelling Avenue.
Malone questioned if the additional runoff, as a result of future development of
the Reiling property, was =nsidered when calculations were presented to Rice
Creek Watershed District. .
Graham explained the calculations were prepared in a=rdance with the drainage
report which was drafted in late 1970.
Councilmernber Hicks asked f= clarification that the cu=ent grading plan
proposed for the ponding area is only sufficient to meet the needs of the
Keithson Addition.
Graham stated the cu=ent grading plan will be sufficient to accomodate the
existing drainage from the Keithson area and a long range plan is prepared to
meet the water needs of the area to the southwest, when development occurs.
Hicks questioned if there is a drainage ditch located along the north side of
Arden View Drive.
Engineer Graham stated he has no re=llection of a ditch in this area and there
is a large hill. He explained the drainage =ently floos toward Snelling Avenue
and to attempt to alter the runoff may =eate more problems.
Councilmernber Hicks asked the city Attorney if any progress has been made in
discussions with the developer of this property and Mr. Reiling.
Attorney Filla advised he has sent co=espondence to the developer and indicated
to hlin where the process might lead, that as soon as the city obtains an estimate
on the cost of the work on Keithson Pond the infonnation would be forwarded to .
hlin. He stated if the City orders a more detailed feasibility study, a =py will
be forwarded to the property owner.
