.
Arden lIills Council 4 April 27 I 1992
p.~ndrew Lee! 1317 Ti 11 er Lane: Opposed to the project.
Gary Abrahamson, 1228 Carlton Drive: What will happen in
front of hi;::, home? Will he be assessed?
Maurer stated that Mr. Abrahamson's property is the prop.orty
at the Hendtl of the project and Council must decide whether
to include or excl ude it. He recommended excluding it from
the project and stated that other residents' assessments
would not be affected if he were excluded. councilmember
Hicks asked if Mr. Abrahamson was assessed for Carlton
improvements. Maurer answered no, that Carlton improvements
were done before the City's assessment policy was in place.
Dick Volkmann, 1102 Carlton Drive: At the February public
hearing residents were told corner lots would be assessed
for the longest side and 1/3 of the shorter side of the lot.
I arp being assessed for 123 feet and r question whether this
is 90rrect and feel this assessment is more than the
benefit.
Ella Manuel, 1130 Till er Lane: I too live on a corner lot .
with the same question regarding the calculation of
assessment. Being on a fixed lncome and recently putting my
husband into a nursing home, r cannot afford the assessment.
Maurer explained how front footage for corner lots was
calculated. He said the two corners were calculated using
the same formula and he felt those assessments are
appropriate, but that Counc i I could make a final
determination on the question of corner lot assessments.
Paul Arend, 1227 Tiller Lane: If the project were postponed
until next year and could be done at about the same price, r
would favor that action, but if '. would cost more later, r
lc
favor doing the project now. T am concerned about potential
.
tree loss.
Graham stated that the City Forester has been and will
eontinue to be involved to make every effort to save as many
trees as possible. Maurer added that the contractor cannot
remove any trees without prlor direction from the engineer.
Dave Neuberger, 3330 North Dunlap: r live adjacent to
Till er Lane and am adamantl y opposed to the project.
Although upper Tiller is in need of reconstruction, lower
Tiller could simply be over! ayed. I understood from earlier
discussions that there would be no curbing. .
Maurer stated that curb and gutter is the City standard and
lS very important to assure proper drainage and to protect
the roadway from deterioration.
