Arden Hills <br /> Council 5 April 27, 1992 <br /> The following general comment.s were made or questions asked <br /> from the audience: <br /> Question/comment: The letter sent out to residents was <br /> unclear as to how assessments will be handled. How will <br /> assessments be billed? How many years can the assessment <br /> run? When will assessments need to be paid? <br /> Malone explained as follows: Council determines the <br /> assessment amounts when the assessment roll ~s adopted and <br /> typically the assessment runs for a five year period at 8% <br /> interest. Each year's assessment appears on property tax <br /> statements beginning the next year after the project. If <br /> the entire assessment is paid within 30 days, there will be <br /> no interest. If the property owner does not wish to pay for <br /> the assessment up front, interest can be reduced by paying <br /> ahead of schedule (check with the City office for more <br /> details). Fixed and low income persons can apply for <br /> tem~orary deferral whereby the assessment will not be paid <br /> unt11 the property is sold. In some cases. if the <br /> assessment amount is quite large. the Council can set up for <br /> a term of 10, 15, or 20 years for payment of the project. <br /> . Question/comment: If a house is sold before this project is <br /> approved. who pays the assessment? <br /> City Attorney Filla stated that in most cases, the seller i-s <br /> liable to clear up any pending assessments well , <br /> as as any <br /> assessments already levied against the property; however. if <br /> the buyer and seller make other arrangements for payment of <br /> assessments, those arrangements must be outl ined <br /> specifically within the purchase agreement for the sale of <br /> the property. <br /> Question/comment: Are there separate bids for upper and <br /> lower Till er Lane? In other years streets have been <br /> seal coated and that seemed to save the streets from a lot of <br /> de1;erioration. Why should lower Tiller be reconstructed now <br /> rather than overlayed? Aren't West Round Lake Road and <br /> Dunlap in worse condition? <br /> Maurer stated that the entire Tiller Lane project has been <br /> bid together and both the upper and lower portions of the <br /> road have been rated as in need of reconstruction rather <br /> than repair. He added that Council is also considering <br /> improving West Round Lake Road and Dunlap; possibly a <br /> "recycling" procedure may be found to be appropriate. He <br /> . explained that the City has an established street repair <br /> plan, and every attempt is made to use the limited available <br /> funds as wisely as possible either to reconstruct or repair, <br /> wh~chever appears to be the most cost effective. <br />
