'!he Wilding facade will have a new portico installed at the <br /> bank portion of the Wilding entrance and the Mr. Movies <br /> facade and gable end over the drive-up lanes will match the <br /> propo$ed bank facade. <br /> 3. Park:inq: <br /> A. Parking demand is assumed by the OWner to be less than the <br /> total required for each use, due to different peak periods <br /> of use for the two bJsinesses. <br /> B. The plan shao1s a total of 38 spaces. The parking north of <br /> the building is calculated using 8-foot wide stalls; 9 feet <br /> is required. Adjustments could be made so that only 1 or 2 <br /> spaces would be lost. <br /> C. EilIployee parking is appropriately provided on the southeast <br /> corner of the building. <br /> 4. stack:inq Space in Drive-up Lanes: <br /> A. six (6) spaces are adequate. 'Ihe plan show 5, 5, 6, 6, and <br /> 7 for each lane. <br /> 5. Landscao:inq: <br /> A. Although 20 new trees and 32 shrubs are proposed, it is <br /> recommended plan changes be made as shown on the Proposed <br /> Plan. <br /> B. Five (5) foot wide landscape strips are shown around the <br /> perimeter of all paved areas and adjacent to the Wilding. <br /> The front parking setback exoeeds the 20-foot minimum. . <br /> 6. Trash Enclosure: <br /> A small trash enclosure with hand IOClvable container will be used. <br /> Pickup- schedule to be arranged so it will not conflict with <br /> bJsiness traffic. <br /> 7. Liaht:inq: <br /> Double shoe box fixture on 16 foot poles are proposed at 4 <br /> staggered locations between County Road E and the Wilding. One <br /> light should also be provided for the east parking lot and drive <br /> and one or two lower light standards (10 I - 12 ') or bollard <br /> lighting should be provided at the south end of the Wilding. <br /> Planner Bergly concluded with the following reconunendations: <br /> 1. Waive the Moratorium Ordinance. <br /> 2. Determine that the parking requirement for Mr. Movies of 1 <br /> space/220 sq. ft. of floor area is adequate and that the total <br /> parking requirement of 40 cars can be reduced by 3 spaces due to <br /> the different peak hour usage for the 2 bJsinesses. (Available <br /> parking may limit the types of uses that will someday replace <br /> either of the uses) . <br /> 3. Approve the site Plan with the following conditions: <br /> a. Approval will allow the Applicant to obtain a Wilding <br /> permit to undertake building demolition and site related <br /> work. Before the Wilding permit is issued for the facade <br /> reconstruction, Wilding elevations must be approved by the <br /> Planning Commission, Council and Building Inspector. This . <br /> 2-stage approval process is proposed by the Applicant to <br /> allow the site paving to occur before potential frost. <br /> b. The landscaping plan is to be revised in accordance with the <br /> Proposed Plan and a landscape bond is to be provided to the <br /> City before any building permits are issued. <br /> - --- ------ -- -- <br />
