There was a lengthy <br /> discussion between the members and Planner Bergly. <br /> Mr. Joe Ccmnners, OWner, spoke regarding his plans for the property and <br /> asked the Commission to support the site Plan approval in 2 phases. <br /> Mr. Peter Hilger, President of a Construction Management firm in <br /> Roseville, and Mr. Bruce Lundgren, President of Security Development, <br /> expressed their support of the proposed plans and requested the <br /> Commission I s approval to begin work at the site. <br /> Mr. Kurt Dale reviewed the plans for the exterior Wilding changes. <br /> Mr. IJJndgren described the interior of the Wilding and stated the <br /> tenants would not be utilizing all the square footage for retail space <br /> due to the split-level design of the wilding. <br /> Mr. Hilger stated utilities would be installed to acconunodate onsite <br /> . drainage. <br /> winiecki expressed her concerns on the traffic flow, circulation <br /> problems, lack of information on wilding materials and drawings for <br /> su!:lnission of a site Plan Review. <br /> There was a lengthy discussion of the traffic circulation concerns, <br /> parking, and options for future use of the Wilding. <br /> Mr. Hilger stated he is willing to provide any information necessary for <br /> the Commission to review and expressed his desire of approval of concept <br /> for the use of the site and approval of the site Plan. <br /> winiecki stated the Planning Commission does not approve concept <br /> designs. <br /> Winiecki moved that Commission reconunend to Council denial <br /> of Case #92-16, site Plan Review, 1160 West County Road E, Joe Ccmnners <br /> (OWner) . Motion died for lack of a second. <br /> Cllair Probst moved, seconded by winiecki, that Commission <br /> reconunend to Council approval of the site inprovements proposed for Case <br /> #92-16, Site Plan Review, 1160 West County Road E, subject to <br /> incorporation of the modifications proposed in the Planner's Memo. '!his <br /> rec:arnnemation shall include site demolition and bnprovements as <br /> . described and demolition and structural support of the north, west and <br /> south walls of the existing Wilding as necessary for the proposed bank <br /> drive-thru facility. No further Wilding bnprovements shall be <br /> undertaken. No Wilding pennits or certificate of Occupancy will be I <br /> issued until the project has been approved by the Commission.
