<br /> - <br />. a. Establish and maintain an effective compensation <br /> plan; and administer the City's benefit program. <br /> b. With Council approval, plan, coordinate, develop <br /> and direct personnel programs and policies which <br /> will result in the effective and efficient <br /> utilization of all employees. <br /> c. Represent City Council in the negotiation of the <br /> union contracts and in grievance matters resulting <br /> from interpretation of the union contracts and the <br /> City's personnel ordinance. <br /> d. Maintain a personnel system which includes files, <br /> performance appraisals and records of <br /> accomplishments or disciplinary actions. <br /> e. Recruit and select employees as needed by the <br /> organization consistent with state and federal <br /> affirmative action and equal employment opportunity <br /> laws. <br /> 3. Act as City's chief financial officer by preparing and <br /> submitting annual budget for Council approval; oversee <br /> City's investment program; ensure proper accounting <br /> procedures and record keeping; and develop capital <br />. improvement plan. <br /> a. Develop the annual budget for presentation in <br /> appropriate form for review and consideration by <br /> the City Council. <br /> b. Oversee administration and control of all financial <br /> matters. <br /> c. Submit an annual audi t report and capital <br /> improvement plan for Council approval. <br /> d. Ensure that proper control reports are developed <br /> and used and supervise effective operation of <br /> purchasing. <br /> e. Ensure effective investment of available funds and <br /> proper accounting practices to control financial <br /> assets; and provide for financial planning. <br /> 4. Direct and coordinate administrative and operational <br /> functions of the City to ensure that all departments are <br /> providing efficient and effective service. <br /> a. Evaluate, on a continuing basis, the organization, <br /> administration and services being rendered by the <br />. various departments of City government to determine <br /> whether results are being achieved. <br />
