<br /> ii <br />. <br /> Arden Hills Council 11 August 3l, 1992 <br /> UNFINISHED AND NEW BUSINESS <br /> ACCEPT BID INFORMATION <br /> ARDEN PLACE STORM SEWER <br /> Engineer Graham advised that three bids were received and <br /> opened on August 27, 1992 for Arden place storm Sewer <br /> Improvements. He added that bidders were asked to provide <br /> bids for reinforced concrete pipe (RCP) or high density <br /> plastic pipe (HDPE) . Graham recommended the use of HDPE and <br /> stated that the lowest bid received was from Ro-So <br /> Contracting, Inc. in the amount of $26,048. <br /> He stated that he has experience working with Ro-So <br /> Contracting and would be comfortable awarding the bid to <br /> them, however, Council may wish to conduct the assessment <br /> hearing before awarding the bid. <br /> Council was further advised that the Public works <br /> Department, upon the direction of Council, arranged for a <br /> contractor to make one final attempt to unclog the existing <br />. Arden place drainage pipe, however, they were met with <br /> resistance from Ray Johnson, the property owner at 1540 <br /> Arden Place, who refused to allow access to his property. <br /> Council was provided a copy of a letter dated August 28, <br /> 1992 from Mr. Johnson's attorney. <br /> Councilmember Malone commented that the Arden place drainage <br /> issue is a sensitive situation, and although residents have <br /> approached the City for relief, he questions whether this is <br /> a City problem or a private property problem. <br /> Mayor Sather added that the City has attempted to correct <br /> the existing clogged pipe, and the residents do have a <br /> problem, so the City needs to take some kind of action. <br /> Councilmember Growe agreed that not taking some kind of <br /> action would likely mean this issue would haunt the City <br /> later. Councilmember Mahowald stated that the City needs to <br /> take action regardless of who caused the problem. He <br /> suggested waiting until the City appraiser determines <br /> whether there would be benefit to residents if a storm sewer <br /> project is done. <br /> MOTION: Hicks moved, seconded by Mahowald, to accept all bids <br /> in the matter of Arden Place Storm Sewer Improvements. <br /> Motion carried unanimously (5-0). <br />. , <br /> MOTION: Hicks moved, seconded by Mahowald, to order the ! <br /> preparation of the proposed assessment roll, and <br /> schedule a public hearing to be held September 28, 1992 {. <br /> at 7:30 p.m., in the matter of Arden place Storm Sewer ..~ <br /> .,'L. <br /> Improvements.
