<br /> -- <br /> ~ . <br /> - <br /> Arden Hills Council 2 Apri 1 13, 1992 . <br /> UNFINISHED AND NEW BUSINESS <br /> PRESENTATION: PROPOSED ROUTE <br /> SERV~CE - REGIONAL TRANSIT BOARD <br /> Mike Opatz, Project Administrator; Randy Rosvold, Senior <br /> planner; and Greg Andrews, Executive Director, of the <br /> Regional Transit Board (RTB) , presented Council with <br /> information regarding RTB's new "Vision for Transit" <br /> program. <br /> RTB representatives explained that "Vision for Transit" is <br /> an RTB program to provide efficient, convenient mass transit <br /> for the metro area by connecting area busing systems serving <br /> the suburbs (such as the Rosevi11e Circulator which serves <br /> Arden Hills) to MTC "hubs" throughout the metro area. The <br /> "hubs" are planned to be located at major shopping centers <br /> throughout the metro area, with the first "hub" recently <br /> activated at the Rosedale shopping center. <br /> In response to Council questions, the RTB representatives <br /> explained the locations of the routes planned throughout <br /> Arden Hills and the "park and ride" lots available; . <br /> estimated ridership; financial subsidizing of the program; <br /> method of levying for transportation services; etc. <br /> Councilmember Mahowald voiced concern regarding the City's <br /> cost to subsidize the program; he said the cost was quite <br /> high considering the routes do not appear to provide maximum <br /> accessibility to Arden Hills residents. He asked if the <br /> Federal Transit Administration (FTA) or other agency(ies) <br /> may provide support for the program. RTB representatives <br /> said the FTA is more interested in providing capital items <br /> rather than operating funds for such a program. <br /> Council consensus was that the proposed routes through Arden <br /> Hills appear to "skim" the City. They preferred more <br /> complete service in order to strongly support the program, <br /> and offered suggestions for possible route changes. RTB <br /> representatives welcomed Council's input and stated that the <br /> purpose of their visit is to learn the needs of community. <br /> Council agreed to add this as a discussion item on their <br /> next worksession agenda and forward further input to the RTB <br /> after that discussion. Counci 1 thanks the RTB <br /> representatives for their communication with the city. <br /> . <br />
